<br />Roy Mangan with Archimages, Inc., project architect was present to answer Plan Commission <br />qustions. <br /> <br />Paul Boyer with Civil Engineering Design Consultants provided an overview of the proposal. <br />The request is to exceed the maximum building height allowed and to reduce the building <br />setbacks. The existing access onto Vernon Avenue will be used. The proposed building is <br />approximately 40.6 feet at its highest point. Five apparatus bays are proposed. A parking lot is <br />on the south side of the site. The main entrance to the building is on the southeast corner of the <br />building. A generator is proposed to be located off the northeast corner of the building. The <br />proposed building setback is five feet from the northern and western property lines. An existing <br />combined-sewer-overflow results in pushing the building to the north and west. Also, existing <br />right-of-way setbacks result in the proposed building location. The apparatus bay access will be <br />onto Westgate Avenue. Again, the request is to reduce the setback and to exceed the maximum <br />building height. The reason for exceeding the height is due to the apparatus bay. The <br />requirement for the apparatus bay is 20 feet from floor to floor. The remainder of the building is <br />single-story. <br /> <br />Ms. Lewis asked if any other easements were found. <br /> <br />Mr. Boyer stated there were not and they had direct contact with Ameren about it. <br /> <br />Mr. Senturia asked what the reason is for 20 feet for the apparatus bays. <br /> <br />Mr. Boyer stated that large trucks have to fit and allow for someone to do work on top of the <br />trucks whil <br /> <br />Mr. Senturia asked about the notion that as height increases, the required setback increases. <br /> <br />Mr. Greatens stated that a taller building has the potential to block more light in relationship to <br />nearby buildings. <br /> <br />Mr. Lai added that the property owner to the west is currently the same as the subject property <br />owner. <br /> <br />Ms. Felton stated that Westgate Avenue is a one-way street and asked if that will change. <br /> <br />Mr. Boyer stated that it will not at this time. They have been in discussions with St. Louis <br />County and have had meetings with the County about the matter to possibly reconfigure the <br />traffic. Sight distance is an issue at the intersection with Olive Boulevard. In discussions with <br />St. Louis County, they have come up with a couple scenarios and are deciding what makes the <br />most sense. <br /> <br />Mr. Senturia asked about the multi-family development across the street and if there are any <br />issues with safety, specifically traffic safety. <br /> <br />tm; šE  <br /> <br />
