<br /> Mr. Crow congratulated Ms. Carr on a job well done. He also thanked the voters for giving him <br />the opportunity to serve another term. Mr. Crow expressed high regards to Ms. Carol Wolfsey <br />who ran an excellent campaign. <br /> <br /> Mr. Price congratulated everyone for their victory. He also personally congratulated his <br />colleague, Mr. Sharpe. <br /> <br />th <br /> Mayor Welsch said that she attended a budget meeting on April 16 at Mount Gideon <br />Missionary Baptist Church which was only attended by herself, the City Manager, the Director <br />of Finance and the City Clerk. The Mayor reminded everyone that the last FY 13 Budget <br />th <br />Public Meeting would be in the Chambers on May 14. She said that there were several <br />people in attendance for the first 2012 Movie in the Park on Saturday evening at which the <br />Barbara Jordan PTO provided concessions. The Mayor said the theme this year was Coming <br />of Age and would run monthly through October. She encouraged everyone to check the <br />website for additional information, as well as to cast their vote for the October viewer’s choice <br />film. The Mayor said that she attended meetings of the Local Economic Development Sales <br />Tax Board, the St. Louis County Economic Development Collaborative and the Transportation <br />Development District Board for the Trolley. Mayor Welsch said she would be taking part in the <br />Mayor’s Institute on City Design in St. Louis for which Mayor Francis Slay asked four Mayors <br />to participate in. The Mayor said that during her part of the program, she would be focusing on <br />Olive Blvd. Mayor Welsch said that the Police department would be working with residents <br />and businesses to conduct safety seminars, home safety audits and neighborhood watch <br />programs. Captain Carol Jackson just completed a safety seminar at Starbuck’s. She said <br />anyone looking for additional information to please contact Captain Jackson at 314-505-8654. <br />The Mayor said that the next monthly Focus Group meeting of the Police department will be <br />held on the following Tuesday at 6:00 p.m., at the Heman Park Community Center. Mayor <br />Welsch also said she was continuing with her Regional Initiative on Youth which was moving <br />at a fast pace. She said there was a great effort to bring together people from around the <br />region to ensure that the youth of the St. Louis Community are being provided with the <br />services and support needed to become future leaders of our Region. <br /> <br />nd <br />ROLL CALL VOTE to go into Executive Meeting, 2 Floor, Conference Room <br />According to RSMO 610.021 (1) Legal actions “any confidential or privileged communications <br />between a public governmental body or its representatives and its attorney and (3) (13) <br />Personnel “Hiring, firing, disciplining or promoting of particular employees by a public <br />governmental body when personal information about the employee is discussed or recorded.” <br />“Individually identifiable personnel records, performance ratings or records pertaining to <br />employees” <br /> <br />Mr. Price moved to go into Executive Session and was seconded by Ms. Carr. <br /> <br />Mr. Kraft said that he did not see a need for an Executive Session. He said that the meeting <br />should start as a Public Meeting and if it needed, be changed to go into a Closed Session, as <br />the documents he received were of public knowledge. <br /> <br />Mr. Sharpe said he called the Closed Session not that it would be about a person per say but it <br />was something that needed to be discussed in a Closed Session. <br /> <br />Mr. Price asked for legal advice from the City Attorney Mr. Martin. <br /> <br />Mr. Martin said without knowing what would be discussed he would err in closing the session. <br /> <br />5 <br /> <br />
