VERSION 1 <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />DECEMBER 11, 2006 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, <br />December 11, 2006, was called to order by Mayor Adams at 5:30 p.m. In addition <br />to Mayor Adams, the following members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Stefany Brot <br /> Ms. Lynn Ricci <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br /> <br />Also present was the City Manager, Ms. Julie Feier and Planning and Development <br />department director, Lehman Walker. <br /> <br />The Study Session agenda was planned to review the process of posting <br />announcements for Public Hearings. <br /> <br />Mr. Walker explained the process by which his department handles any rezoning <br />requests. He said that anyone requesting a rezoning is charged approximately the <br />cost for the processing and mailing of the request. Mr. Walker said that a sign <br />sized 11 x 17 inches is posted on the property requesting a change and any <br />households within 185 feet-plus of this property are sent a notification letter of the <br />public hearings, both at the Plan Commission and the Council level. Mr. Walker <br />passed out information on the Missouri Revised Statutes, Chapter 89, Section <br />89.060, governing Zoning and Planning and an example of how residential <br />properties are chosen to receive letters on the public hearing. <br /> <br />Mr. Walker listed the current and proposed Public Notice for Zoning Procedures: <br />1. Conditional Use Permits <br />a. Newspaper publication, Public Hearing notice, and send a letter to <br />property owners within 185 feet radius of property, required by <br />ordinance. <br />b. Current addition is to send out notices to one layer beyond the 185 <br />feet radius, and posting of signs at the four closest intersections in <br />addition to the one sign posted at the property-of-concern. <br />c. New proposed procedure to send notices to subdivision trustees, if <br />available, where property is located. <br />2. Rezoning/Map Amendment <br /> ` a. Newspaper publication, Public Hearing Notice, and send a letter to <br />property owners within 185 feet of the radius of the property-of- <br /> <br />C-2-a <br /> <br />
