VERSION 1 <br /> <br /> <br />COMMERCIAL DISTRICT; CONTAINING A SAVINGS CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br />Mr. Wagner moved for approval and was seconded by Mr. Sharpe, Jr. <br />Roll Call vote was as follows: <br />C-1-c <br /> AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Ms. Brot, Mr. Glickert, <br />Mr. Sharpe, Jr., and Mayor Adams <br />NAYS: None <br /> <br />Bill 8918 passed and was given Ordinance No. 6676. <br /> <br /> <br />BILL 8919 <br />3. — AN ORDINANCE AMENDING CHAPTER 34 OF THE <br />MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, MISSOURI, <br />RELATING TO ZONING DISTRICTS ESTABLISHED PURSUANT TO <br />SECTION 34-22 THEREOF, AND ENACTING IN LIEU THEREOF A NEW <br />OFFICIAL ZONING MAP, THEREBY AMENDING SAID MAP SO AS TO <br />CHANGE THE CLASSIFICATION OF PROPERTY AT 7745 OLIVE (REAR <br />PORTION OF LOT) FROM "SR" - SINGLE FAMILY RESIDENTIAL DISTRICT, <br />TO "GC" - GENERAL COMMERCIAL DISTRICT; CONTAINING A SAVINGS <br />CLAUSE AND PROVIDING A PENALTY. <br /> <br />COUNCIL COMMENTS <br />Mr. Price requested to ask the applicant some questions <br />APPLICANT – The owner of Seafood City, Mr. Fung, was being represented by Mr. <br />Lee Mak, architect with Mak Architects, 8328 Olive. Mr. Mak is the architect <br />representing the owner at the meeting. <br />Mr. Price asked about the odor of fish being dumped in the dumpsters, the debris <br />as crates on the undeveloped side and the construction of a privacy fence. <br /> <br />City Manager Ms. Feier said that the bill had several required conditions such as <br />usage of trash containers that would prevent the odors from escaping, more <br />frequent trash collections, and the hours of trash collection be limited to 8a.m. to <br />8p.m. Another condition was to install a privacy fence that would shield the site <br />from the neighboring houses. The Planning Department could site the owner with <br />zoning code violations if the requirements were not met. <br /> <br />Ms. Brot said that this proposed ordinance was more detailed than a similar <br />previous application from the owner for a rezoning of their existing lot. She felt that <br />the complaints Mr. Price listed were addressed the last time; Seafood City at that <br />time scheduled more frequent trash pick-ups preventing escaping odors. If a <br />problem exists, it should be reported to the City. <br /> <br />Mr. Price was concerned about the privacy fence being able to shield the homes on <br />the new parking lot.
