<br />Mr. Wagner asked Mayor Adams to send a note of condolence to former councilmember <br />Shelley Welsch on the death of her father. <br /> <br />Ms. Ricci said that she has attempted to review the printed budget and it is unreadable. <br />She asked the Council to focus on getting our budget in such an order that it is <br />understandable and readable. The City Manager agrees with this. <br /> <br />Ms. Brot asked Mayor Adams if he received suggested appointments for the Economic <br />Development Sales Tax Commission that is to be formed. Mayor Adams said that he has <br />not received any from the second and third ward councilmembers, so he will make <br />appointments at the next Council meeting. Mayor Adams said that by state law the <br />commission needs to able to be up and running in January 2007. <br /> <br />Ms. Brot also reminded the Council that everyone needed to nominate someone for the <br />Urban Forestry Commission. This will be an important commission since one of its <br />functions will be to educate the residents on proper tree trimming and cutting procedures <br />to keep their trees and the neighboring trees healthy and beautiful. <br /> <br />Ms. Brot announced that a majority of councilmembers during the previous study session <br />decided that University City will be using the lottery system for ballot placement in the <br />election of, April 3, 2007. Mayor Adams said that he would also request some structural <br />changes: <br />1. If a candidate who has filed and received a position on the ballot in the lottery <br />draw, but is then found to be deficient in meeting the legal requirements to be a <br />candidate , then he or she would loose the ballot position drawn in the lottery. <br />2. If a candidate is found to be delinquent in payment of personal property taxes. <br />real estate taxes, and city fees at the end of the filing period, this candidate’s <br />name will not be placed on ballot. <br /> <br />Ms. Ricci said the lottery system will be used on the first day only; after that ballot <br />placement would be determined by first come, first serve. This lottery system will stay in <br />effect for all future elections unless Council decides to change it. Ms. Ricci volunteered to <br />draft an ordinance establishing the use of a lottery system and ballot placement for U- <br />City’s municipal election. Ms. Ricci said she would find out the state law in regards to the <br />timeliness of payments of taxes and placement on the ballot. <br /> <br />Mayor Adams entertained a motion to go into Executive session to discuss RSMo 610.021 <br />(3) personnel. Mr. Wagner moved to go into an executive session, seconded by Ms. Brot <br />and passed unanimously. <br /> <br />Meeting was adjourned at 9:10 p.m. <br /> <br />Joyce Pumm, <br />City Clerk <br /> 6 <br />
