Session 170 I, Minutes <br />July 7, 1997 <br /> <br />CITY MANAGER'S RFPORTS: <br /> <br />CONSENT CALENDAR (2 ITEMS) <br /> <br /># I - Uniform Rental Program: The City Manager recommended exercising the option to accept an additional year of <br />work uniforms service from G&K Se~ces, in the amount of $24,500. This represents an increase of $5,000 over the prior <br />year's contract, but $2,000 of this was due to the additional requirements for the Recreation Facility. This company had the <br />best bid two years ago and has provided good products and service. <br /> <br />#2 - Picnic Uquor License - 8090 Olive: The City Manager recommended approval of a picnic liquor license for the <br />serving of various types of wine at the grand opening of Doro Antique Art Galleries on July 12, 1997. The new business <br />plans a champagne brunch, wine tasting and music with donations requested to cover the expense. All City ordinance <br />requirements appear to be met. <br /> <br />Mr. Schoomer moved approval of the Consent Calendar. Mr. Munkel seconded the motion, which carried unanimously. <br /> <br />AGENDA NO. 2: REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC INTEREST RESEARCH (MoPIRG): <br /> <br />Mr. Ollendorff reported that he had a request to solicit from the Missouri Public Interest Research Group (MoPIRG), which <br />has been conducted on an annual basis. He said that there is a representative in the audience to answer Council questions. <br />They certified that they will meet all of the City's rules and regulations and that their cost of soliciting funds will not exceed <br />2596 of the money raised. <br /> <br />Mr. Ueberman wished to ask the representative about the hours the event would take place. The applicant, Mr. Nin <br />Nguyen - assistant director for MoPIRG, said the event would take place between 4:00 p.m. and 8:00 p.m. with appointed <br />call backs between 8:00 p.m. and 9:00 p.m. for people who ask them to come back. Mr. Lieberman asked if MoPIRG had <br />attempted to do the solicitation outside of businesses, rather than knocking on the doors of individual homes. Mr. Nguyen <br />replied that because of the grass roots nature of their organization, they outreach to citizens in residential areas and <br />generally, do not go to businesses. Mr. Lieberman said that citizens frequented the businesses. Mr. Nguyen responded <br />that they do have an alternate program called "Dine Out" that had been successful in University City, but the residential <br />solicitation is the most effective way to outreach to as many people as possible. <br /> <br />Mr. Wagner asked that Mr. Nguyen publicly acknowledge that at least 7596 or more of the money that is collected will go to <br />non-administrative functions that accomplish the goals of the organization. Mr. Nguyen did so. <br /> <br />Mrs. Thompson moved approval. Mr. Wagner seconded the motion. <br /> <br />Mr. Lieberman wished to reiterate his decade long objection to any door-to-door solicitation. He does support MoPIRG <br />and their goals. He can not see, however, the advantages of going on a door-to-door basis and bothering people in their <br />homes. He believes it is unsafe and offensive to the people who live in the neighborhoods and intends to vote no. <br /> <br />Mayor Adams called the question. All voted Aye, except Mr. Lieberman and Mr. Ware, who voted Nay. The motion <br />passed four to two. <br /> <br />AGENDA NO. 3 - CONDITIONAL USE AMENDMENT - UNIVERSITY PLACE SUBDIVISION: <br /> <br />Mr. Ollendorffsald that the Council was asked to rule on a conditional use amendment for University Place Subdivision. He <br />explained that this was the beautiful, new subdivision on the west side of Hanley, where Hanley Junior High used to be. The <br />subdivision requests that they be allowed to build enclosed porches in the very small rear yards. The Plan Commission <br />agrees with that request in a vote of three to two. They advise the Council to approve it. The City Manager recommends <br /> <br /> <br />
