VERSION 1

Ms. Brot said it would be helpful to have the City Manager’s explanation
to study prior to a discussion at the study session. Moreover, she felt
this important legislation should take priority over presentation of the new
web-site.

Mr. Price would like some information on its “redundancy; can it be
C-1-
c
rerouted a different way if connection was severed?”

2. Introduced by Mr. Price
BILL 8922 — AN ORDINANCE AMENDING CHAPTER 8.24 OF THE
UNIVERSITY CITY MUNICIPAL CODE, RELATING TO NUISANCES, BY
ENACTING THEREIN A NEW SECTION TO BE KNOWN AS “SECTION
8.24.280 PLACES USED FOR THE UNLAWFUL POSSESSION OR
CONSUMPTION OF ALCOHOLIC BEVERAGES BY MINORS-SOCIAL
PARTIES”, CONTAINING A SAVINGS CLAUSE AND PROVIDING A
PENALTY.

Ms. Ricci was curious about the origin of this bill. Ms. Feier said that it is
a request from our police department’s anti-drug & alcohol campaign.
They have received a grant that necessitates such language.

Ms. Brot thought that serving liquor to an underage person was against
the law at the present. Ms. Feier said that this would improve the
existing law by making parents liable for liquor served to minors in their
home.

ECONOMIC DEVELOPMENT TAX BOARD APPOINTMENTS
Mr. Price asked for postponement of the Economic Development Tax
Board appointments until the full Council could be present. This was
seconded by Mr. Wagner and approved unanimously.

CITIZEN COMMENTS ON NON-AGENDA ITEMS
Mike Peterson, 8655 West Kingsbury
Mr. Peterson was at this Council meeting as a representative for AT&T. He wanted
to thank everyone for allowing consideration of a proposed AT&T video agreement
to provide video services to University City. Mr. Peterson said University City would
benefit from the competition it would bring. He said that AT&T is absolutely
committed to having 5% of gross receipts paid to the City of University City and
providing access to pay channels as well. Mr. Peterson said that in addition AT&T
will remit to the City the 1% fee for CALOP that is being remitted by the City’s
current video supplier. He said that neighboring cities have seen a cut of 27% in
cable bills when competition was permitted.
