Ms. Feier said that it is a <br />request from our police department’s anti-drug & alcohol campaign. They have <br />received a grant that necessitates such language. <br /> <br />Ms. Brot thought that serving liquor to an underage person was against the law <br />at the present. Ms. Feier said that this would improve the existing law by making <br />parents liable for liquor served to minors in their home. <br /> <br /> <br />ECONOMIC DEVELOPMENT TAX BOARD APPOINTMENTS <br />Mr. Price asked for postponement of the Economic Development Tax Board <br />appointments until the full Council could be present. This was seconded by Mr. <br />Wagner and approved unanimously. <br /> <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS <br />Mike Peterson, 8655 West Kingsbury <br />Mr. Peterson was at this Council meeting as a representative for AT&T. He wanted to <br />thank everyone for allowing consideration of a proposed AT&T video agreement to provide <br />video services to University City. Mr. Peterson said University City would benefit from the <br />competition it would bring. He said that AT&T is absolutely committed to having 5% of <br />gross receipts paid to the City of University City and providing access to pay channels as <br />well. Mr. Peterson said that in addition AT&T will remit to the City the 1% fee for CALOP <br />that is being remitted by the City’s current video supplier. He said that neighboring cities <br />have seen a cut of 27% in cable bills when competition was permitted. <br /> <br />Ms. Brot asked if this option was going to come before the Council as she has not received <br />any information on it. Ms. Feier said that she did not put two telecommunication items on <br />the same agenda because of the complexities of each. She wanted to have attorney Mr. <br />Paul Martin, University City’s legal representative on this issue, be present for the <br />discussion; he would not available until next month. Ms. Brot asked about the very large <br />size and placement of AT&T’s video boxes in the front yard of houses. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert talked about Olive enhancements. She suggested that Washington <br />University’s Department of Art concentrate their public art productions to be placed on <br />Olive Street Road. Ms. Brot said that she as a Council liaison would relate her request at <br />the next Arts and Letters commission. <br /> <br />COUNCIL COMMENTS <br />Ms. Brot announced the up-coming Big Read program. She urged everyone to see the <br />play “Hana’s Suitcase” at the Edison theatre. University City’s role with the Big Read <br />program is to examine the relationship of government today to the themes of the required <br />book Farenheit 451, where firemen burned down houses and books instead of putting out <br /> 4 <br />d <br />C-1- <br /> <br />
