Please call (314) 505-8568 <br />or email agutierrez@ucitymo.org to confirm your attendance. <br /> <br />AGENDA FOR THE MEETING <br /> <br />1. Approval of Minutes June 13, 2012. <br /> <br />2. Request to install Stop Signs at the intersection of Alanson Drive and Golf Course Drive <br /> <br />Please find attached traffic request form submitted on June 8, 2012 by Jonathan B. Stern resident at 941 <br />Alanson Drive, requesting replacement of the yield signs with stop signs on Golf Course at this intersection. <br /> <br />According to the Manual on Uniform Traffic Control Devices - MUTCD, the following factors are evaluated as <br />part of the engineering study for Stop sign warrants: <br /> <br /> Vehicular, bicycle, pedestrian traffic volumes: Golf Course and Alanson Drive are streets with low <br />vehicular volume; however the pedestrian volume increases at some times of the week and day, <br />especially Friday evenings and Saturdays in general due to the Jewish community that lives in this <br />neighborhood. Please note there are no sidewalks around this intersection. Some morning and <br />evening dog walkers and pedestrians walk on both streets. <br /> <br /> Number of approaches: This is a four legged intersection. <br /> <br /> Approach Speeds: Speed Limit is 25 mph on both streets. <br /> <br /> Sight distances available on each approach: Visibility at the intersection is sufficient, with the exception <br />of trees and one streetlight pole at the corners of the intersection. <br /> <br /> Reported crash experience: University City Police Department reported two (2) accidents within the <br />last two (2) years. <br /> <br />Currently there are two yield signs on Golf Course Drive that assigns the right-of-way to drivers on Alanson <br />Drive, as Alanson Drive is the through street without any Stop or Yield controls. <br /> <br />According to the MUTCD, the warrants for the installation of stop signs are as follows: <br /> <br /> Combined vehicular, bicycle, pedestrian volume entering the intersection from all approaches <br />averages more than 2,000 units per day. <br /> <br /> The ability to see conflicting traffic on an approach is not sufficient to allow a road user to stop in <br />compliance with the normal right-of-way rule if such stopping is necessary, <br /> <br /> Crash records of 5 or more for the last 3 years or 3 or more such crashes have been reported within a <br />2-year period. <br /> <br />This intersection has low volume combined vehicular, bicycle and pedestrian; Visibility is sufficient, and; there <br />are two (2) accidents within the last two (2) years. Therefore a stop sign is not warranted. <br /> <br />The Public Works and Parks Department recommends denying the request to install stop signs and instead <br />proceed with the installation of new retro reflective Yield signs at the appropriate size and height per the <br />MUTCD federal regulations to enhance visibility for all road users and as a reminder for motorists to yield to <br />vehicles, bicycles and pedestrians traveling on Alanson Drive. Speed Limit signs can also be installed entering <br />both Golf Course Drive and Alanson Drive, just south of Groby Rd. <br /> <br /> <br />
