Request to remove Stop Signs at the intersection of 78 Street and Milan Avenue <br /> <br />th <br />Please find attached traffic request form submitted on June 13, 2012 by Dawn Price resident at 1520 78 <br />Street, requesting that recently approved Stop signs be removed at all corners and instead, yield signs be <br />th <br />installed on 78 Street at Milan Avenue. <br /> <br />According to the Manual on Uniform Traffic Control Devices - MUTCD, the following factors are evaluated as <br />part of the engineering study to warrant stop signs: <br />th <br /> <br /> Vehicular, bicycle, pedestrian traffic volumes: Milan Ave and 78 Street are streets with low vehicular, <br />bicycle and pedestrian volume. Please note there are no sidewalks around this intersection. <br /> <br /> Number of approaches: This is a skewed four legged intersection. <br /> <br /> Approach Speeds: Speed Limit is 25 mph on both streets. <br /> <br /> Sight distances available on each approach: Visibility at the intersection is not sufficient to leave it as <br />an uncontrolled intersection. According to the AASHTO Guidelines for Geometric Design, the sight <br />distance triangle set for roads of speed limit 25 mph, requires the same line of sight using both stop <br />signs (as implemented) and yield signs (as requested), therefore these can be used interchangeably. <br /> <br /> Reported crash experience: University City Police Department reported no accidents within the last 3 <br />years. <br /> <br />Due to the above described analysis, at the March 14, 2012 meeting, the Stop signs were approved by the <br />Traffic Commission due to the geometry of the intersection and lack of visibility on both Milan Avenue and 78th <br />Street when approaching the intersection. The installation of the stops signs was approved by the City Council <br />in April 2012. Currently there is an ALL-WAY Stop Intersection, which requires a parking restriction thirty (30) <br />feet upon the approach of the stop signs on both streets. Ms. Price is concerned about lack of parking spaces <br />for her family as part of this installation. <br /> <br />The Municipal Code specifies parking restrictions as follows: <br />10.40.020 - Stopping, standing and parking prohibited in specified places—Exceptions. <br />It is unlawful for the operator of a vehicle to stop, stand or park such vehicle in any of the following places, <br />except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer <br />or traffic-controlled sign or signal: <br />*. Within an intersection; <br />*. Within twenty-five (25) feet from the intersection of curblines, <br />*. Within thirty (30) feet upon the approach of any stop sign; <br /> <br />For better defined assignment of the right-of-way to the road with higher volume, The Public Works and Parks <br />Department recommends removing two (2) of the four (4) stop signs, located on Milan Avenue as this is the <br />major street at the intersection. Also, it is recommended to replace the remaining stop signs with yield signs <br />as requested. <br /> <br />4. Request to install Stop Signs on Cornell Avenue at Benlou Avenue <br /> <br /> <br />Please find attached traffic request form submitted on June 22, 2012 by Mark Flegel, resident at 7901 Cornell <br />Avenue, requesting that All-Way stop signs be installed at this intersection. <br /> <br />According to the Manual on Uniform Traffic Control Devices - MUTCD, the following factors are evaluated as <br />part of the engineering study to warrant multi-way stop signs: <br /> <br /> Vehicular, bicycle, pedestrian traffic volumes: Cornell Ave and Benlou Ave are streets with low <br />vehicular, bicycle and pedestrian volume. <br /> <br /> Number of approaches: This is a four legged intersection. <br /> <br /> Approach Speeds: Speed Limit is 25 mph on both streets. <br /> <br /> Sight distances available on each approach: Visibility at the intersection is sufficient. <br /> <br /> Reported crash experience: University City Police Department reported no accidents within the last 12- <br />month period. <br /> <br />Currently there are stop signs on Benlou Ave that assign the right-of-way to drivers on Cornell Ave, as Cornell <br />Ave is the major street at this intersection.
