<br />This intersection has low volume combined vehicular, bicycle and pedestrian. Visibility is sufficient, and there <br />are no accidents reported within the last 12-month period. Therefore multi-way stop signs are not warranted at <br />this intersection. <br /> <br />The Public Works and Parks Department recommends denying the request, and instead, retrofitting the stop <br />signs on Benlou Ave, with new retro reflective signs in the appropriate size and height per MUTCD, and adding <br />two (2) warning signs on both north and south bound Benlou Ave that read “Cross traffic does not stop”. <br /> <br />5. Request to install Stop Signs at the intersection of Kempland Place and Fullerton Avenue <br /> <br />Please find attached traffic request form submitted on June 25, 2012 by Arthur Sharpe Jr. resident at 7131 <br />Willow Tree Lane, requesting that a “three-way” Stop signs be installed at NW, NE and SW corners of <br />Kempland Place and Fullerton Ave. <br /> <br />According to the Manual on Uniform Traffic Control Devices - MUTCD, the following factors are evaluated as <br />part of the engineering study to warrant multi-way stop signs: <br /> <br /> Vehicular, bicycle, pedestrian traffic volumes: Kempland carries a little over 2,000 vehicles per day <br />between Fullerton and Woodson Ave. <br /> <br /> Number of approaches: This is an angled three legged “T” intersection. <br /> <br /> Approach Speeds: Speed Limit is 25 mph on both streets. <br /> <br /> Sight distances available on each approach: Visibility at the intersection is sufficient for when the <br />intersection is controlled by either yield or stop signs. <br /> <br /> Reported crash experience: University City Police Department reported no accidents within the last 12- <br />month period. <br /> <br />Currently, there is a yield sign on Fullerton at Kempland to assign the right-of-way at this intersection. <br /> <br />Due to the traffic volume on Kempland Place exceeding the 2,000 units per day and the geometry of this <br />angled intersection, a stop sign is warranted on the Fullerton Ave westbound leg. <br /> <br />The Public Works and Parks Department recommends the installation of a stop sign on Fullerton Avenue at <br />Kempland Pl. <br /> <br />6. Residential Parking Permit Petition for the 200 block of Linden Avenue <br /> <br />Please find attached Residential Parking Permit Petition submitted on June 29, 2012 by Jay Rowan, resident <br />at 206 Linden Avenue, requesting that a residential parking petition be approved for the east side of the 200 <br />block of Linden Ave, to allow parking for two (2) hours and restrict parking between the hours of 8 am and 2 <br />pm, Monday through Friday except by residential permit. <br /> <br />The east side of the 200 block of Linden Ave is located within the City of University City boundary and the <br />properties located on west side are located in the City of Clayton. The City of Clayton has a Residential <br />Parking Permit system in place on the west side of Linden Ave, allowing parking for 1 hour, and restricting <br />parking from 8 am to 5 pm, Monday – Friday, except by permit, for Residential Zone 1. <br /> <br />Per the current request, the current parking restriction listed in the Municipal Code for Linden Ave, would need <br />to be eliminated from the Code. It reads as follows: <br />Linden Avenue: On both sides of Linden Avenue between Pershing Avenue and Kingsbury Boulevard, <br />between the hours of eight a.m. and two p.m. on every day of the week except Sunday. <br /> <br />Signatures provided as part of the petition include 78% of the residents in agreement to the petition. From nine <br />(9) property owners, two (2) did not sign the petition. <br /> <br />The conditions for approval of a residential parking permit plan has been met due to the street being located <br />within two blocks of the Clayton municipality's boundary and the problems caused by the inconsistency of the <br />parking restrictions on both sides of the street. Additional problems occur when City of Clayton residents park <br />in the University City side of the street due to the City of Clayton’s more restrictive parking restriction. <br />www.ucitymo.org <br /> <br /> <br />
