MEETING OF THE CITY COUNCIL
CITY HALL
6801 Delmar Blvd.
City of University City, Missouri 63130
June 25, 2012
6:30 p.m.

At the Regular Session of the City Council of University City held on the fifth floor of City
Hall, on Monday, June 25, 2012, Mayor Shelly Welsch called the meeting to order at 6:32
p.m. In addition to the Mayor, the following members of the Council were present:

Mr. Byron Price
Ms. Paulette Carr
Mr. Stephen Kraft
Mr. Terry Crow
Mr. Michael Glickert
Mr. Arthur Sharpe, Jr.

Also in attendance was the City Manager Lehman Walker.

C. APPROVAL OF AGENDA
Ms. Carr move to postpone Bill 9158, without mention of a specific date, as she thought it
was a bit premature and was seconded by Mr. Price. She noted the Council just heard
about it tonight and felt many on the streets have not heard about it. She asked that a little
education be done first and then bring it back.

Mr. Glickert said that the introduction of a bill is just the first reading and before the final
reading, a public meeting could be held.

City Clerk said that could be done and could be postponed to a certain date if more time
was needed .

Mr. Glickert noted that he did not want the bill to get lost in the shuffle and would like to go
through with the first reading so the task force would know that Council will move forward
with it.

Mr. Sharpe asked the City Clerk if it could be brought back if there was not a first reading.

Ms. Pumm said it could be brought back but would need to be introduced requiring three
readings divided between two separate Council meetings.

Mr. Price said that if supported today or tomorrow, it does not mean a lack of support. He
said he had concerns with the financial responsibility by the City, the buttress against
people’s property lines and what he heard from Public Works was different from what was
being voted on now. Mr. Price said that because you are told you got grant money,
doesn’t mean you will get grant money.

1
