CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Francie Broderick, 6742 Chamberlain <br />Ms. Broderick asked that the death of Destinee Clemens be a wake-up call and a turning <br />point for the community. She said U City was divided into two separate worlds: north of <br />Olive and south of Olive; one with kids in private schools and the other with a high dropout <br />rate from high school; foreclosed and deteriorated homes’; high unemployment; <br />underemployment among the young; and increasing street violence. She asked that the <br />City examine how and where policing was done in their neighborhoods and secondly to <br />address the problems in the neighborhood, starting with the boarded foreclosed on <br />houses. <br /> <br />Sultan Muhammad, 6701 Corbitt <br />rd <br />Mr. Muhammad wanted to convey the sentiment of the 3 ward population. He noted the <br />present Mayor and Council have done more for the third ward than ever before. Mr. <br />rd <br />Muhammad stated the 3 ward is challenged to overcome the social, economic crisis <br />without tangible or intangible resources. He said when death is involved, violence <br />escalates. Mr. Muhammad requested an ordinance that would enforce and prohibit <br />incorrigibles from occupying the City’s streets and parks as they are a nuisance and safety <br />hazard to residents and children. He stated Investment needed to be made in a cost- <br />effective after school program and summer camp. (Mr. Muhammad’s complete remarks <br />are at end of minutes.) <br /> <br />Rory Ellinger, 6925 Cornell <br />Mr. Ellinger spoke of his remorse for the loss of another child this week. He said a visible <br />police foot patrol was needed. Mr. Ellinger stated he hoped the City takes immediate <br />action to improve the situation and in two years, there would not be any more unnecessary <br />deaths. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert presented facts concerning Pershing School that was originally built in 1918. <br />She noted that the footprint of the new building was much larger than the previous building <br />and now lacks enough open space. Ms. Glickert asked that the shared grant writer look <br />for grants that could help create open space in this area, possibly starting with Cardinal <br />Care. <br /> <br />Ms. Jen Jensen, 706 Pennsylvania <br />Ms. Jensen spoke concerning the Council voting against the new City logo. She said she <br />had not heard anything negative said about the logo at the unveiling in March. Ms. Jensen <br />said she is hearing comments as, “Doesn’t the City have more important issues to <br />discuss.” As a taxpayer, she asked how much this cost the City to rescind this logo. <br /> <br />I.
