The IT outsourcing has saved the <br />City about $200,000 and now provides a better and a more reliable service. Mr. Kraft <br />stated the City faces two challenges: FY 2014 budget preparation starting in the fall, and <br />secondly, Council has to look at the City’s infrastructure needs. He would like to schedule <br />meetings in July, August and September to better define these needs. <br /> <br />Ms. Carr expressed her sympathy at the loss of the youth in University City. She urged <br />every citizen to keep their eyes open and call police when suspicion arises. Ms. Carr <br />invited everyone to attend the Focus Group that meets the fourth Tuesday of every month <br />and present any concerns then. <br /> <br />Mr. Price noted he really felt for the family where there was a senseless killing. He <br />recommended the shared grant writer focus on how to improve the youth employment <br />program and secondly if the marquee could describe a little of the purpose of the Focus <br />Group. Mr. Price asked to see how strategically the nuisance law is being used to get at <br />troubled property. He asked if in the flash points the City could organize a meeting where <br />police could explain exactly how to protect their neighborhood. Mr. Price said that the <br />police need to get to the point where they are active and the residents are proactive in <br />giving the police information. He said the City can control nuisance houses and people <br />loitering, with intent to commit a crime <br /> <br />Mr. Crow thanked his colleagues for the way the budget was handled and the vote that <br />was taken, speaking to the community how they can all work together. He also noted that <br />there were a couple of things in the budget that he would not be a hundred percent <br />supportive. To the City Manager, Mr. Crow said it was a much improved budget process <br />and could still make it better next year and hoped that there would be earlier opportunities <br />for the Council to have dialog and not just presentations. He noted that using the reserves <br />to invest in the infrastructure was appropriate as a few years ago the reserves were at 17 <br />percent and they are now at 50 percent. Mr. Crow expressed his condolences to the <br />Clemens family. He said that a number of Council asked for immediate action and said he <br />was in favor of zero tolerance. Mr. Crow asked for a conversation of how to address the <br />situation after the capture of the killer. <br /> <br />Mr. Glickert said the budget was aligned as close as possible with the strategic goals and <br />objectives. With that in mind he asked Council and Mayor to look at a fall calendar as to <br />when Council could have a retreat to discuss strategic goals and objectives. He asked the <br />Mayor to look for a consultant to facilitate a weekend with Council. <br /> <br />Mayor Welsch asked Council as to what type of program they would like and if they <br />wanted an on or off-site location. She said the budget process for the next fiscal year’s <br />will be the same, where there would be six public budget sessions and five or six Council <br />Study sessions. <br /> <br />Mr. Sharpe stated that Mr. Price, the Chief of Police, Mr. Walker and he will get together to <br />talk about things they might be able to do in order to address the innocent shooting <br />situation that just happened.
