<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />June 11, 2012 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, June 11, 2012, Mayor Shelley Welsch called the meeting to order at 6:32 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Kraft called for a Point of Order stating that Bill 9157 was improperly introduced <br />according to Municipal Code 2.35.050, “No ordinance pertaining to parks or recreational <br />facilities or the recreational activities of the city shall be considered by the council without <br />first referring the same to the park commission and receiving its recommendation with <br />reference thereto.” He said the Parks’ Commission had not reviewed this bill and it should <br />go to the commission for recommendation before coming to Council for a vote. <br /> <br />Mr. Price asked to move on as the recommendation already came out of the Parks’ <br />Commission and has been gone over ten times. <br /> <br />Mr. Glickert said it should have gone to the Parks’ Commission and should have had a <br />Public Hearing but he was ready to move on. <br /> <br />Mr. Kraft noted the Chair should rule on it or have Mr. Martin opine on it. <br /> <br />Mr. Price recollected that he thought Mr. Kraft was on the other side when the first <br />resolution was presented before Council and the pursuing discussion of a resolution <br />versus an ordinance. Mr. Price said the City’s streets and sidewalks are crumbling and <br />complained about all the money that was spent on the golf course for the small percentage <br />of residents that use it. He said you can shut the golf course down and spend the money <br />where the majority of people would benefit. Mayor Welsch asked him to save this <br />discussion for a budget study. <br /> <br />Mr. Kraft had called Point of Order during Mr. Price’s comments. Mayor Welsch asked <br />that Mr. Price be able to finish. <br /> <br />Mr. Crow stated that Mr. Kraft had tried to derailed the bill at the last Council session and it <br />was time to let it go. He stated that the Council had a lot more important things to do than <br />to worry about two families complaining about the lights at the driving range. <br />1 <br /> <br />
