<br /> <br />Mr. Kraft stated that it was not about the substance but rather about the procedure <br />followed. He noted the last one was a resolution and the Charter does not refer to <br />resolutions but this was an ordinance. <br /> <br />Mayor Welsch asked City Attorney Mr. Martin the legal ramification of this bill not going to <br />the Parks’ Commission before it is voted on by the Council. <br /> <br />Mr. Martin stated that Legislative bodies can ignore their own ordinances. He stated that if <br />the body does not follow the ordinance, they could be subject to a legal attack but was not <br />certain if one would win. <br /> <br />Mayor Welsch ruled on the Point of Order stating she was uncomfortable with not sending <br />the bill to the Parks’ Commission but since Mr. Martin said the Council would not be <br />breaking the law since it is an ordinance and not part of the Charter; she ruled that the bill <br />stay on the agenda for its final vote <br /> <br />Mayor Welsch asked to add the swearing in of Sultan Muhammad to the L.C.R.A. <br /> <br />D. PROCLAMATIONS <br />1. Proclamation for the University City Track Team <br />Mayor Welsch asked the track team and coaches in attendance to come to the front <br />for the reading and presentation. Mr. Price passed out the proclamation to all <br />members of the team as Mayor Welsch read it. <br /> <br />E. APPROVAL OF MINUTES <br />1. <br />The minutes of May 29, 2012, City Council Study session were moved for approval <br />by Mr. Sharpe, was seconded by Mr. Glickert and the motion carried unanimously. <br />2. <br /> The minutes of May 29, 2012, City Council Regular session were moved for approval <br />by Ms. Carr, was seconded by Mr. Sharpe and the motion carried unanimously. <br />3. <br /> The minutes of June 4, 2012, Study session were moved for approval by Mr. Price, <br />was seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br /> Barbara Sydnor was nominated for the Civil Service Board by Mayor Welsch, <br />replacing Phylis Weber, was seconded by Mr. Glickert and the motion carried <br /> <br />unanimously. <br /> <br />G. SWEARING IN <br />1. <br /> Carole Dean was sworn in to the Urban Forestry Commission in the City Clerk’s <br />Office <br />2. <br /> Alberta Garth was sworn in to the Parks’ Commission in the City Clerk’s Office <br />3. <br /> Sultan Muhammad was sworn in to the L.C.R.A. <br /> <br />H.
