Mrs. Thompson seconded the motion.

Responding to Mr. Schoomer, Mr. Ollendorffsaid that the firefighters knew about this ordinance. They do not know if they
accept it or not, but they are not objecting.

The roll call vote was as follows: AYES: Mrs. Thompson, Mr. Munkel, Mr. Wagner, Mr. Schoomer, Mayor Adams. Bill
#8329 passes and becomes Ordinance #61 I I.

Mayor Adams announced the conclusion of the City Clerk's Docket.

Mayors Adams attempted to adjourn the meeting. Mr. Wagner called a Point of Order. Mr. Wagner asked if the MetroLink
resolution was on the agenda. Mr. Wagner explained that he had talked with all Councilmembers about this. Mayor Adams
had thought that this would be raised again at the regular meeting scheduled for July 7th. Mr. Wagner countered that the
July 7th meeting was when he would like to take an official vote, but he would like to make a motion to add it to the agenda
in order to address it tonight.

Mrs. Thompson seconded the motion to add an item to the agenda, to discuss amendments to the MetroLink resolution.

Mayor Adams asked that, if the motion carries, the discussion remain short. Mr. Wagner said that he would offer amended
language to the resolution and it would take him less than five minutes to do so.

The motion carried unanimously.

Mr. Wagner reminded Council of the resolution adopted June 23rd stating the City Council's position statement regarding
MetroLink. He will take his share of the blame, because he it was not properly studied, but he believes the resolution
should be amended on three points which would agree with statements made in the original resolution adopted in October
of 1996.

Mr. Wagner stated that MetroUnk, in his estimation, is something that the City wants. It would benefit University City. He
believes the Northern Route is a great route, but that there should be some constraints on what types and standards of
construction are used. Mr. Wagner's opinion is that the Council's provisions will not endanger whether or not the route
comes through University City. It may cost a little more, but not as much as if it were going down Highway 40. He believes
we are going to win the battle for the Northern Route. He has heard from many of his constituents and these amendments
will assure them that they will be able to maintain their quality of life. Under item one, he would like to use Council's
previous language from the October resolution, which talked about subterranean construction, which meant, either cut and
cover or tunnel. Therefore, Mr. Wagner suggests amending item # I, page one, by substituting the words "below grade"
with "subterranean (cut and cover or tunnel)".
