<br /> <br />UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />July 09, 2012 <br /> <br /> <br />th <br />The City Council Study Session was held in the Chambers, 5 floor of City Hall on July 09, <br />2012. Mayor Shelley Welsch called the Study Session to order at 5:30 p.m. In addition to <br />the Mayor Welsch, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Byron Price <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe Jr. <br /> <br />Also in attendance was City Manager Lehman Walker. <br /> <br />The Study Session was on Council Rules and Procedures as requested by Ms. Carr and <br />Mr. Price. Mayor Welsch noted that she was dismayed to receive information from Ms. Carr <br />the morning of this meeting. She said this meeting was scheduled a week previous and <br />would have appreciated if Council could have received and reviewed the material prior to <br />the morning of the meeting. Mayor Welsch also would have liked to have had all members <br />of Council asked to bring comments and concerns but it was not known exactly what was to <br />take place at this session. <br /> <br />Ms. Carr apologized for not getting the information to Council sooner. She said the latest <br />Rules and Regulations given to her, when she was installed, was adopted June 27, 2011, <br />and Revised January 9, 2012. Ms. Carr said she could not find any minutes where these <br />rules were adopted. Ms. Carr passed out a resolution noting this was another of her <br />famous history findings showing adoption of Council Rules in 2004, by a resolution. She <br />said no policy should be made unless there was a vote. <br /> <br />Consensus was agreed on changes noted in the attached document in Rules 3, 4, 7, 8, 9, <br />10, 14, 15 and 20. There was a discussion on Rule 6 and consensus agreed not to make <br />any changes. <br /> <br />Ms. Carr went through the revisions not formally adopted. She spoke on Rule 6 <br />“consensus”. <br /> <br />Mayor Welsch stated that it was put in because of questions received at that time from Mr. <br />Sullivan and Ms. Carr. <br /> <br />Mr. Crow said it would be clear if it said consensus on routine business but not policy <br />making. Mayor Welsch stated that someone’s routine business may not be the same to <br />someone else. <br /> <br />Mr. Kraft and Mr. Sharpe worked on January 9, 2012, revisions of the Council Rules and <br />Regulations, but no one was sure if it was ever voted on. <br />1 <br /> <br /> <br />
