Mr. Glickert said as he remembered, it was tabled and no final vote was taken. Mayor
Welsch stated the minutes show Adopted on June 27 and Revised on January 9, not
adopted.

On Rule 8 Council agreed to remove “up to and including removal from the Council” but
requested Mr. Walker to ask Mr. Martin for legal opinion if Council would even have that
power.

Mr. Glickert asked what the Charter stated about the number of Council meetings required.
Mayor Welsch stated that in Article II Sec. 15 of the City Charter states, “The council shall
meet regularly at such times as may be prescribed by its rules, but not less frequently than
once each month.”

Mr. Kraft started comments on Rule 20 but no decision was made before adjourning the
meeting.

Mayor Welsch asked if anyone had any changes to the up-coming meeting’s agenda.

Mr. Price asked that reappointments to the Board of Adjustment for Ms. Holly and Ms.
Houston be added to the agenda.

Mr. Walker asked for clarification concerning the next study session. He said the Pension
actuary was asked to attend the next Council Study Session but there was an indication that
Council wanted to continue discussion on Council Rules and Regulations. Mayor Welsch
rd
stated that she felt it was important to hear from the actuary on July 23. Ms. Carr asked if
an additional study session could be scheduled. There was a suggestion that a meeting be
th
held on July 30 on the Council rules. Mayor Welsch asked Mr. Walker to provide Council
with a schedule of upcoming study sessions, which would include sessions on the 2014
budget.

Mr. Sharpe stated that he and Mr. Price agreed that Council would not need to go into
Executive Session.

Mayor Welsch noted there was a Council Special Session scheduled July 16 on the Loop
Trolley. Mr. Glickert said he envisioned the meeting to be questions from Council and
citizens would have a chance to speak.

Study session was adjourned at 6:35 p.m.

Joyce Pumm, MRCC, MCC
City Clerk
2
