Ms. Adams’ complete statement <br />can be found at end of minutes. <br /> <br />Jan Scott, 6960 Kingsbury <br />Ms. Cirri Moran read a statement by Ms. Jan Scott, as she was unable to attend. Ms. Scott <br />was concerned about subdivisions adjacent to Delmar and the ability to be able to access <br />Delmar because of long traffic back-ups. She felt that because of traffic congestion, adjacent <br />homes’ property value would be lowered. Ms. Scott asked the Trolley Company to conduct <br />an environmental study of Leland and Kingsland as the alternative trolley route. Ms. Scott’s <br />statement can be found at the end of the minutes. <br /> <br />Cirri Moran, 6652 Kingsbury <br />Ms. Moran asked why is the trolley crossing Kingsland and think to the future and turn the <br />trolley at Kingsland. This would allow in the future, the trolley to eventually go down <br />Kingsland to serve the potentially upcoming new business area on Olive. <br /> <br />Joe Edwards, 6504 Delmar <br />Mr. Edwards spoke as an individual stating that the only thing that should be considered on <br />the double track versus the single track was to have the cross-over from double track to <br />single tract happen at Kingsland instead. He thought this might be where congestion could <br />occur. Mr. Edward said it would not affect the head-ways and would be worth the extra <br />money to go that route. He suggested if the TDD did not have money for it then the <br />Economic Development Retail Sales Tax Commission could consider it. Mr. Edwards quoted <br />from an article showing where real estate values increased when located in walkable-urban- <br />neighborhoods. <br /> <br />Paul Schoomer, 7 Princeton <br />Mr. Schoomer stated that every member of the Loop Special Business District was in favor of <br />the trolley and supported the increased tax on their sales. He said there were other <br />communities aiming at this tax dollar and therefore the project should not be delayed or <br />stopped. Mr. Schoomer said any flaws in the plans will be corrected in the due course of <br />operation. <br /> <br />Saundra Lowes, 7425 Teasdale <br />Ms. Lowes asked several questions <br />1) Where would the trolley riders park? <br />2) Would the public parking spaces by City Hall be eliminated? <br />3) Would the library parking lot remain easily accessible as it now is? <br />4) Would emergency vehicles be able to navigate on Delmar quickly? <br />5) What zoning changes were made by City Hall to permit the construction and operation of <br />a trolley on Delmar? <br />6) What did the City learn from the feasibility study for which taxpayers pay $250,000 and is <br />it posted on line? <br />7) Would U City taxpayers have to pay for any future maintenance? <br />8) Will the City determine if the Loop Trolley Co. insurance coverage is adequate? <br />9) Could the City be liable for accidents occurring from the trolley? <br />10) Would U City be responsible for any debt if the Loop Trolley Co declared bankruptcy? <br />Ms. Lowes requested a report that would respond to her questions before City Council makes <br />a decision.
