The annual report and the budget <br />should be approved by the Council at this time. <br /> <br />Mr. Schoomer moved acceptance of the annual report and budget. Mr. Wagner seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA ITEM #4 - SITE PLAN - 8390 DELMAR: <br /> <br />Mr. Ollendorffreminded Council that this was tabled at the June 9, 1997 meeting. <br /> <br />Mr. Schoomer moved to remove this item from tabled status. Mr. Wagner seconded the motion which carried <br />unanimously. <br /> <br />Mr. Ollendorff stated that a revised site plan had been submitted for a 120 bed nursing home on the site presently occupied <br />by Delta Dental. The primary concern was that the proposed project is too large for the site. The applicant has made <br />revisions to gain an improved parking lot layout, live more parking spaces and a small amount of additional landscaped area at <br />the parking lot entrance. The site plan does meet the minimum ordinance requirements, but remains less open than would <br />be ideal for the neighborhood. The applicant does not believe that he can construct a financially feasible project if it is <br />required to be smaller in size or if he is required to purchase additional property. Grades have been added, but grade <br />treatment plans must be submitted by the applicant as well as detailed landscape and utility screening plans. The plan may be <br />approved conditionally at this time unless the Council agrees that the applicant should be encouraged to retain more green <br />space. <br /> <br />Mrs. Thompson asked Mr. Deutsch to come up to the podium to answer questions. Responding to Mrs. Thompson, Mr. <br />Deutsch, # I McKnight Place, said that they had improved the green space a little bit at the entrance and that they complied <br />with the neighborhood restriction of a seventy foot set back off Delcrest. They have a fifty foot set back off Delmar, which is <br />currently what Delmar has. Mr. Deutsch explained that they either meet or exceed the setbacks along Delcrest of the <br />existing Crown Center and the Delcrest Shopping Center. He believes the plan has more green space than the Delcrest <br />immediately at the entrance. Continuing to respond to Mrs. Thompson, Mr. Deutsch explained that there were 24 <br />employees at the highest shift, which was seven to three. Mr. Deutsch told Mrs. Thompson that there had been forty-eight <br />parking spaces, but that it was increased to five. Mrs. Thompson then asked the City Manager if he was comfortable with <br />Mr. Deutsch's proposal, with the adjustments made. Mr. Ollendorffresponded that the parking meets the City <br />requirements. He does not like to see more pavement; he would like to see more area left green. <br /> <br />Mr. Schoomer agrees with the Director of Planning and the City Manager that the site would look better with more green <br />space, unfortunately, we do not have it to offer. Mr. Schoomer wished to thank Mr. Deutsch for his willingness to <br />cooperate with the City to improve the site plan and his focus and participation in developing University City. <br /> <br />Mr. Schoomer moved approval of the site plan with the conditions recommended by the City Manager. Mr. Wagner <br />seconded the motion. <br /> <br />Mr. Wagner also wished to thank Mr. Deutsch for a very good effort in responding to the comments that were given to him <br />at the last City Council meeting when it was tabled. Mr. Wagner said that he particularly appreciated the five extra parking <br />spaces, which he brought up at the last meeting. He thinks that this is very important, as Council looks after the City's <br />neighborhoods, that we do not push a lot of overflow parking into our neighborhoods. His second is based on the two <br />conditions as recommended by the City Manager. Mr. Wagner urged Mr. Deutsch to keep working with City staff, as he <br />was able, on the green space issue. <br /> <br />The motion carried unanimously. <br /> <br /> <br />
