Mr. Rowan also noted his effort to collect signatures from the residents in
regards to obtaining the best parking solution for the east side of the 200 block of Linden
Ave. The petition including 7 out of 9 residents of the block intends to restrict parking
between the hours of 8 am and 2 pm, Monday through Friday except by residential permit
and to allow parking for two (2) hours for non-residents within the restricted time. Mr.
Rowan understands that the 2-hour window is not included in the ordinance and would like
to know if it can be added as an option to the Residential Parking Permit Plan for their use.

Rebecca Schuham, 218 Linden Ave
Ms. Schuham stated her support to the Residential Parking Permit Petition originally
submitted to restrict parking from 8am to 2pm, Monday to Friday, except by residential
permit and to allow parking for two (2) hours for non-residents within the restricted
timeframe. Ms. Schuham also spoke on behalf of Mary Russe, resident at 222 Linden Ave.
Ms. Russe was out-of-town and sent a written authorization for Ms. Schuham and Mr.
Rowan to speak on her behalf.
Ms. Schuham explained that residents were asked to select their choice in writing from the
following options:
Option A.: Residential Parking Permit from 8am – 5pm, Monday to Friday as
recommended by University City Police Department.
Option B.: Residential Parking Permit from 8am – 2pm, allowing parking for 2-
hours, Monday to Friday, as originally submitted.
Option C.: Withdraw the petition and keep current parking restriction.
Ms. Schuham explained that Ms. Russe continues to support the petition which is in line
with Option B.

Stefania Werner, resident at 212 Linden Ave
Ms. Werner explained how difficult it is for the residents to park several cars on the narrow
driveways on this street. Ms. Werner is concerned about service vehicles not to be
allowed to park on the street with the current parking restriction. She finds the Residential
Parking Permit Plan very beneficial to alleviate the parking restrictions that affect these
service vehicles negatively. She strongly requests approval of the Residential Parking
Permit Petition.

Karen Kalish, resident at 225 Linden Ave
Ms. Kalish explained that she lives on the west side of Linden Ave, which is the Clayton
side and stated she has meetings all the time and many visitors on a daily basis who park
on both sides of the street. Ms. Kalish expressed her preference for parking to be allowed
at all times on Linden Avenue on both sides.

Commissioner Brot requested that Ms. Kalish explain the parking restrictions on the
Clayton side. Ms. Kalish stated that the only parking restriction that is enforced is the
Traffic Commission Minutes – August 8, 2012 Page 2
