Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

be inconvenienced citing a recent meeting at her residence when she needed to ask them
to park at Galleria and pick them up and dropped them off there.

The signatures provided as part of the petition include 78% of the residents in agreement
to the petition. From nine (9) property owners, two (2) did not sign the petition.

Commissioner Wofsey stated that a new petition would be required to be submitted by the
residents if the hours change from the original petition, instead of amending it
administratively.

According to Commissioner Wofsey, there are two options:
1. Ask the residents to submit a new petition with the hours proposed by the UCPD, or
2. Vote on the originally written petition as it is.

Mrs. Gutierrez explained the other options available as below:
a) Eliminate all parking restrictions
b) Keep current restriction as codified in the Municipal Code (No Parking 8am-2pm
Monday through Saturday)
c) Establish a new Parking restriction to allow parking for 2 hours only, from 8am-2pm
Monday-Friday, (as previous signs read)
d) Establish a Residential Parking Permit Plan-RPPP.

Commissioner Henderson recommended voting on the petition as amended by staff, and
the commissioners commented as follows:
- Commissioner Wofsey voted in favor of the amended petition with the condition that
the City Council look at the regulatory scheme for the approval since it is not
meeting the resident’s needs,
- Commissioner Womack voted in favor
- Commissioner Brot voted in favor

Motion on the floor was cancelled by the commissioners following the above comments.

Councilmember Carr explained that if the Commission wants to honor the petition of the
residents, they have the option to request that the City Council alter the Code to
incorporate the 2-hour allowance for parking in the section of the code related to the
Residential Parking Permit Plan.

Commissioner Henderson proposed to postpone the approval of the petition until a new
scheduled “special meeting” scheduled for August 8, 2012 at 6:30pm in the EOC room.
The purpose of the new meeting is to have the majority of the residents of the block
present to discuss the best parking solution for all. It was noted that the meeting was
scheduled only for this item.

Commissioner Brot made a motion to postpone the approval of the petition to August 8,
2012, seconded by Commissioner Wofsey, and unanimously approved.

Traffic Commission Minutes – July 11, 2012 Page 5
