Mrs. Erby expressed that such an <br />installation is appropriate. <br /> <br />Commissioner Womack made a motion to install a stop sign on Fullerton Avenue at <br />Kempland Place, seconded by Commissioner Brot and unanimously approved. <br /> <br />6. Residential Parking Permit Petition for the 200 block of Linden Avenue <br /> <br />Commissioner Henderson presented the request for a Residential Parking Permit Petition <br />for the east side of the 200 block of Linden Ave, and asked if there were any residents to <br />speak regarding the request. <br /> <br />Rebecca Schuham - 218 Linden Ave. <br />Mrs. Schuham has lived in Linden Ave for 28 years. Mrs. Schuham explained that seven <br />(7) residents signed the petition to change the current parking restriction which was <br />recently posted on this block of Linden Ave. The petition was submitted to allow parking <br />for two (2) hours and restrict parking from 8am to 2pm, Monday to Friday, except by <br />residential permit. The petition was reviewed by the University City Police Department- <br />UCPD and this department recommended that parking restriction be implemented from <br />8am to 5 pm, and the 2-hour parking be eliminated from the petition. <br /> <br />Mrs. Gutierrez explained the current parking restriction as “No Parking from 8am to 2pm <br />Monday thru Saturday”. This restriction is currently in force and signs have been posted to <br />reflect the parking restriction accurately. Additionally, Mrs. Gutierrez explained that the <br />signs recently removed from this block of Linden were installed many years ago and <br />reflected a parking restriction that was never codified in the Municipal Code, therefore a <br />clarification was necessary at this time to fulfill the parking needs of the residents and to <br />keep the consistency with the Clayton municipality, as recommended by the UCPD. <br /> <br />The recommended approval by City staff for the Residential Parking Permit on the east <br />side of the 200 block of Linden Ave is as follows: <br /> <br />“No Parking between 8am – 5pm Monday – Friday, except by residential permit.” <br /> <br />The east side of the 200 block of Linden Ave is located within the City of University City <br />boundary and the properties located on west side are located in the City of Clayton. The <br />City of Clayton has a Residential Parking Permit system in place on the west side of <br />Linden Ave, allowing parking for 1 hour, and restricting parking from 8 am to 5 pm, <br />Monday – Friday, except by permit, for Residential Zone 1. <br /> <br />Mrs. Schuham is concerned about the Traffic Commission recommending approval of the <br />petition changing the hours from 8am-2pm to 8am-5pm as recommended by UCPD. She <br />explained that without the 2-hour allowed parking within the restricted timeframe and an <br />extension of the restricted hours until 5 p.m., her guests arriving in multiple vehicles would <br />Traffic Commission Minutes – July 11, 2012 Page 4 <br /> <br />
