<br />caused difficulty for the City Clerk to produce the wording of what was originally moved. <br />After much back and forth the wording finally produced and read by the City Clerk was <br />slightly different than what was read, according to our minutes. The motion “Free parking in <br />the Loop remains in the Loop and a dialog be set forth in partnership with the Loop Business <br />District looking for a creative alternative to retain free parking in the Loop.” Mr. Kraft noted <br />that he had asked three times that it be reread and voted for that motion. He asked for <br />clarification that the discussion was not parking lot #4 but rather the motion that everyone <br />voted on and it was read three times. <br /> <br />Mr. Price said he was ready to move on and Mr. Kraft noted that he just asked what it meant. <br />Mr. Price stated “that nobody has to let him know anything till you get up there.” <br /> <br />Mr. Glickert asked to confirm when the proclamation would be on the agenda. <br /> <br />Mr. Crow stated the Mayor and the City Clerk made the change and there was no sense in <br />voting on it now. The City Clerk had said she contacted the recipients of the presentation in <br />order for them to make a decision as to whether they wanted to attend the entire Council <br />meeting or arrive later into the meeting. Mayor stated she had hoped to move it to the back <br />of the meeting so the recipients would not have to be present for the whole meeting in order <br />to attend the reception. <br /> <br />Ms. Carr noted that she provided everyone with a list of what she was asking for. She <br />addressed Rule 21 first. She moved to change the wording to read: <br /> <br />“All special committees shall be proposed by the Mayor or any two members <br /> of Council and approved by a majority of Council.” <br /> <br />Mayor Welsch said she was not in favor of it stating the way it has been written in Council <br />Rules…..Ms. Carr stated that she made a motion and was looking for a second. <br /> <br />Mr. Kraft said this was not Robert’s Rules of Order and Ms. Carr stated that she was going to <br />proceed this way. Mr. Kraft noted that so far it has been consensus for an informal vote. <br /> <br />Mr. Price noted the advantage to this rule was that each Council person has no more <br />executive power than any other Council person. He said in order for Council to make sure <br />representation was equal then this proposal seems fit. Mr. Price stated that he would be <br />enraged with Mayor Joe Adams when there was no representation from Ward 3 on IDA, TIF, <br />etc. He stated that when one person creates a commission it could have budgetary effects, <br />and could affect the City at large. Mr. Price stated that it needed to be brought to the body <br />so it could be vetted, discussed and voted up or down. <br /> <br />Mr. Sharpe said he spoke with the Mayor who explained her point and then to Mr. Price who <br />stated it should be the vote of the majority of the Council. <br /> <br />Mayor Welsch stated that this has been the policy for the last twenty years where the Mayor <br />sets up special committees and members of Council could likewise set up committees. She <br />said this was an attempt to deny the people of our community the ability to very easily get <br />together to vote for the benefit of the City instead of going to Council for political roadblocks <br />of a Yeah or Nay. Mayor Welsch said it has worked perfect for many years and said it was a <br />power grab of this Council who wanted to have the total and final say for what the City’s <br />residents want to do. <br />2 <br /> <br /> <br />
