<br />Mr. Price asked the Mayor if she believed that she could revoke the will of the people by <br />removing a public official. <br /> <br />Mayor Welsch stated she was not going to get into that discussion on something that did not <br />happen. <br /> <br />Mr. Kraft said to clarify rules and in his view on the Charter, he would expect it to be pretty <br />unanimous. He stated that this Council has absolutely no authority to remove any elected <br />official from office in University City, whether they liked that person or not and it would clearly <br />be illegal. <br /> <br />Ms. Carr said since there was division it would be best to move away from consensus and <br />have an actual motion. <br /> <br />Mr. Price stated that no one is saying that any commission brought forward there was <br />something wrong with them because most of Council put people on them. Mr. Price said <br />that statements were made that the Mayor was elected by the whole City but then she lead a <br />witch-hunt to remove an elected official who was elected by the constituents by citing <br />Council Rules. <br /> <br />Voice vote to change Rule 21 to read “All special committees shall be proposed by the <br />Mayor or any two members of Council and approved by a majority of Council,” was: <br />Ayes: Mr. Price, Ms. Carr, Mr. Sharpe and Mr. Crow <br />Nays: Mr. Kraft, Mr. Glickert and Mayor Welsch <br /> <br />Rule 21 was changed by a majority vote. <br /> <br />Ms. Carr moved to change Rule 25 by inserting the words, “The City Clerk shall keep a <br />journal of the proceedings of the Council including the kind of meeting, date, time and place, <br />presence of participants. The body of the minutes should identify all speakers, including an <br />abstract or text of each address, and include motions made, any amendments thereto, points <br />of order, dispositions of these matters, and the time of adjournment. The format of the <br />journal can only be changed by a vote of the majority of the Council.” Ms. Carr quoted from <br />a previous Council meeting stating, “According to the State Law, if it was not recorded in the <br />minutes, it didn’t happen.” <br /> <br />Mayor Welsch stated she was uncomfortable with the rule proposed not referring to a job <br />description that Mr. Crow and Mr. Glickert were working on. She said that should be referred <br />to in these rules. Mayor Welsch asked also to make it clear that this does not mean <br />verbatim transcripts. <br /> <br />Mr. Glickert asked if Ms. Carr meant dispositions instead of depositions as written in her <br />hand-out. Mr. Carr agreed it was a typo. He asked what was meant by a reasonable period <br />after each meeting. Ms. Carr stated that the Council should have the minutes before the <br />beginning of the next meeting as Ms. Pumm has been doing. She said it was just to assure <br />that best practices for our City were used, no matter what other cities were doing. <br /> <br />Mayor Welsch stated that the City Clerk’s job description when prepared by Council should <br />be added as an addendum to these rules. There was no disagreement. She also said that <br />Council will need to discuss any Councilmember’s involvement in any Sunshine Request <br />discussions or cases.
