<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />April 9, 2012 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, April 9, 2012, Mayor Shelly Welsch called the meeting to order at 6:31 p.m. In addition to <br />the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Lynn Ricci <br />Mr. Stephen Kraft <br />Mr. L. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Terry Crow was excused. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Walker advised Council that staff will revise the City’s zoning ordinance with an <br />amendment to the portion that deals with political sign restrictions of the City’s zoning code to <br />allow political signs at polling places on Election Day <br /> <br />Ms. Ricci moved to approve the amended agenda, was seconded by Mr. Glickert and the <br />motion carried unanimously. <br /> <br />D. PROCLAMATIONS <br /> <br /> E. APPROVAL OF MINUTES <br />1. The minutes of March 26, 2012, City Council Study session were moved for approval by <br /> <br /> Mr. Sharpe, was seconded by Ms. Ricci and the motion carried unanimously. <br /> <br />2. The minutes of March 26, 2012, City Council Regular session were moved for approval by <br />Ms. Ricci, was seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br /> Mr. Price asked what happened if a Councilmember had an emergency and did not have <br />a way to contact anyone. Mayor Welsch said that if the office of the Mayor, City Manager <br />or City Clerk is notified, the Councilmember will be excused from the meeting, but nothing <br />happens. Mr. Price then asked if a Councilmember was in route and an emergency took <br />place and they had no means to contact anyone, then what would happen. Mayor Welsch <br />said that it was not a rule, but a practice. Mr. Sharpe asked if there was a penalty for <br />missing one, two or three meetings. Mayor Welsch said that there is no penalty. Mr. <br />Glickert suggested calling any of the three contacts on their cell phone. <br /> <br />F. APPOINTMENTS <br /> <br />G.
