H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Nova Felton, 8031 Noel Ct. <br />Ms. Felton thanked the City Manager Lehman Walker for addressing the history on political <br />signs on Election Day. She said that she has lived in U City for forty plus years and has been <br />a Roving Deputy for the Board of Election for more than fifteen years, which included covering <br />U City, Clayton, Olivette, as well as other municipalities and has never seen signs removed <br />from public places. Ms. Felton also said that she would like to address the sign code along <br />with prohibiting solicitors. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert thanked Councilmember Lynn Ricci for her services. She said that Ms. Ricci has <br />done an excellent job and was the initiator in the critiquing of the budget. Ms. Glickert wished <br />Ms. Ricci well in her future endeavors. <br /> <br />Jen Jensen, 706 Pennsylvania <br />Ms. Jensen thanked Councilmember Lynn Ricci for her services over the years. She <br />complimented Ms. Ricci for her hard-work not only for Ward 2, but for all of U City and all <br />citizens. <br /> <br />Jeff Hales, 7630 Gannon <br />Mr. Hales spoke on the Council’s civility pledge. He said on December 13, 2010, Ms. Ricci, <br />Mr. Kraft and Mr. Glickert signed a resolution saying Council were to operate as an effective <br />team, to actively listen, to be honest and candid with one another, and to keep an open mind. <br />He said he was disappointed that on multiple occasions members of Council have not all <br />shared information. Mr. Hales said going forward he would hope that the next Council <br />operates as an effective team, actively listens, to be honest and candid with one another, and <br />keeps an open mind. He said that civility is the way you live and not a pledge you sign. <br /> <br />I. PUBLIC HEARINGS <br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br />1. Change in the Political Sign Regulations <br /> The City Manager said the political sign zoning code will be amended to clarify in respect <br />to the placement of political signs at the polling places. <br /> <br />Mr. Price said that he has lived in U City for over 30 years and this has never been an <br />issue. He inquired about the selections of Centennial Commons and Heman Community <br />Center polling place for removing of signs. Mr. Price said that he would never like for this <br />to happen again where employees are affecting public elections by removing signs. <br /> <br />Ms. Ricci said that she is disappointed in Mr. Price because it sounded very disingenuous. <br />She said that Charter Section 19 states that one of the responsibilities of the City Manager <br />is to enforce the City’s laws. Ms. Ricci said that someone informed the City Manager of <br />the violation of the City’s Ordinance that the Council passed and he was enforcing it. She <br />said the flaws in the Ordinance rest solely on the Council and not with the City Manager. <br />Ms. Ricci said that anything other than that, was just not true. <br /> <br />Mr. Kraft said the sign issue at the Community Center was with a Zoning Ordinance and <br />would be corrected. He said that property owners or schools have no obligation to allow <br />signs of any kind on their property. Mr. Kraft said that he met with the City Manager and <br />2 <br /> <br />
