the City Attorney and proposed that during voting hours on Election Day, political signs be <br />allowed on City property within a specified distance. He said that, perhaps a different <br />solution was needed and if so, the City Attorney could prepare a new Ordinance. The <br />Ordinance would then have to be reviewed by the Plan Commission and then receive <br />three readings at the Council meetings before voting. Mr. Kraft said that he expected this <br />would be done before the next election. <br /> <br />Mr. Price said that any change by the City Manager needs to be done by the Council and <br />not recommended by one individual. Mr. Price said the City Manager use to be the <br />Director of Planning and during his tenure, there were plenty of elections. He said that he <br />does not understand why the change because while in his previous position, it never <br />happened. Mr. Price said that it is not justifiable that one person can cause a total <br />disruption of an election. He said that the Council should follow the Board of Election <br />rules. <br /> <br />Mr. Sharpe said he feels that an error was made and he is very happy to know that it is <br />being rectified. <br /> <br />2. University City School District Update <br /> The City Manager introduced Superintendent Ms. Joylynn Pruitt of University City School <br />District, who gave an update of the University City School District. Ms. Pruitt started by <br />introducing Mr. Michael Maclin, the new Principal of U City High School for Fiscal Year <br />2012/2013. She said that he came from Maplewood/Richmond Heights High School. Ms. <br />Pruitt said that they are hosting a Community Forum as an opportunity to meet Mr. Maclin <br />and hear his vision for U City High School on Monday, April 23 at 6:30 p.m. <br /> <br />Ms. Pruitt gave an update on the district’s academic achievement, their focus, their <br />financial state, the construction and the disposition committee. She said that there are <br />five goals that the school district operates under, which are: academic achievement for all <br />students; highly qualified staff, facilities, support, and instructional resources; parent and <br />community involvement; and governance and administration. Ms. Pruitt gave a brief <br />update on each goal. <br /> <br /> Mr. Kraft asked Ms. Pruitt about the age and the disposal of the Goldstein Building that <br />she referred to in her update. Ms. Pruitt said that it was approximately 20 plus years old <br />and noted that this building would be used for some district facility. <br /> <br />Mayor Welsch asked Ms. Pruitt how the district was spreading the word to encourage <br />attendance. Ms. Pruitt said that they have an Advisory Council and they have also been <br />working with Mark Vogel from Avant. <br /> <br />Mr. Sharpe congratulated Ms. Pruitt on doing a great job on her efforts for the school <br />district. <br /> <br />Mr. Price also congratulated Ms. Pruitt on her efforts in moving the schools forward. <br /> <br />Mayor Welsch noted that she and the City Manager meet with the Superintendent and the <br />President of the School District’s Board on a regular basis and appreciated Ms. Pruitt’s <br />commitment, as well as the City Manager’s. <br /> <br />3.
