Mr. Munkel seconded the motion, which <br />carried unanimously. <br /> <br />AGENDA ITEM #2 - PUBLIC HEARING - ZONING AMENDMENT FOR BED AND BREAKFAST <br />FACILITY: <br /> <br />The City Manager said that this is the time to hear citizen comments on a proposal that has been <br />brought to the City Council by the Plan Commission. They propose to amend the zoning ordinance to <br />permit Bed and Breakfast facilities, with a limit of five guests, as a permitted home occupation in a <br />single family dwelling. The proposal includes a list of standards that must be met, including no signage, <br />proper parking, no permanent residency, and a number of other restrictions. <br /> <br />Mayor Pro Tem Wagner declared the Public Hearing open at 7:40 p.m. <br /> <br />Ms. Diane Zaltsman, 7928 Delmar, wished to speak on behalf of Clara Hoffman. They have extended <br />their hospitality to people in the United States, as well as people from foreign countries through their <br />Bed and Breakfast. Ms. Zaltsman and members of her family, has had occasion to use the Hoffman's <br />services during a funeral. It was a great comfort to them to be able to stay in a warm and friendly <br />environment instead of a cold and impersonal hotel during that emotional time. Additionally, she <br />believes a Bed and Breakfast gives a status and prestige to University City that other neighborhoods, <br />such as Webster Groves and Kirkwood have. University City has just as strong of a historical <br />background as these other communities and if people are aware that the City has Bed and Breakfast <br />facilities, they would want to stay here. <br /> <br />Ms. Clara Hoffman, 8360 Cornell Avenue, stated that her home was her private home and a Bed and <br />Breakfast by referral. The last family she had, stayed during Washington University graduation <br />weekend, when there is not a room to be had anywhere. Bed and Breakfasts usually fill up first. The <br />five people came from all over the U.S. They had a wonderful time, having dinner at the Loop. If they <br />stayed somewhere else, another community would have benefited from their visit. They really enjoyed <br />the home atmosphere and being able to visit with each other without someone having to tell them they <br />had to leave. Ms. Hoffman and her husband enioy this business. Neighbors send their family to them <br />when they do not have enough room in their house. She feels very good that her neighbors approve and <br />use their Bed and Breakfast services. <br /> <br />Being that there were no more requests to speak, Mayor Pro Tem Wagner closed the Public Hearing at <br />7:45 p.m. <br /> <br /> <br />
