Session 1698, Minutes <br />June 9, 1997 <br /> <br />Mayor Pro Tem Wagner commented that he and his wife often used Bed and Breakfast facilities as they <br />traveled and agreed with her comments. It is a rewarding and rich experience when your traveling to <br />stay at a Bed and Breakfast. <br /> <br />Mr. Schoomer said he did not see, in the information provided by the City Manager, any measure for <br />the regulation, any rules for the operation, any provision for inspection or fee structure to arrange for <br />the inspection. Prior to the enactment and adoption of these amendments, he would like to see the <br />staffs recommendation for such measures to be taken. <br /> <br />Mr. Ollendorff asked for clarification from Mr. Schoomer. He said that the home would have been <br />inspected when the owners moved in. Mr. Schoomer replied that it would no longer be just a home, it <br />becomes a public accommodation and there were no provisions in the code for such regulations. Mr. <br />Ollendorff will get with staff to prepare proper measures to answer Mr. Schoomer's concerns. Mr. <br />Schoomer asked to see a proposal before a bill is drawn up. <br /> <br />AGENDA ITEM #3 - PUBLIC HEARING - VACATING HEMAN AT DELMAR: <br /> <br />Mr. Ollendorff said that this is the time to hear citizen comments on his proposal to vacate a piece of <br />Heman Avenue, going north from Delmar. This property is between the Market in the Loop and the <br />building to the east. It is actually a street right-of-way that has never been vacated. He proposes to <br />vacate it. The adjacent owners would then be responsible for maintenance of that property. <br /> <br />Mayor Pro Tem Wagner declared the Public Hearing open at 7:50 p.m. <br /> <br />Being that there were no citizen comments, Mayor Pro Tern Wagner closed the Public Hearing at 7:51 <br />p.m. <br /> <br />Mr. Schoomer thinks it is a fine idea and directed Mr. Ollendorff to prepare the legislation. <br /> <br />AGENDA ITEM #4 - 1997-98 ANNUAL BUDGET: <br /> <br />According to the City Charter, the City Manager presents a draft budget to the City Council in April. <br />The City Council has spent many hours in meetings during the month of May in reviewing the draft <br />budget and making changes therein. The changes have been made and Mr. Ollendorff recommends that <br />the budget, as amended, be adopted. <br /> <br />Mr. Munkel made a motion to adopt the budget, as amended. Mr. Lieberman seconded the motion. <br /> <br />Mr. Lieberman asked Mr. Ollendorff if he had received firm figures yet from the actuary regarding the <br />Police and Firemen's Retirement Fund. Mr. Ollendorff reported that he had not. Mr. Ollendorff <br />reported that last year the actuarial status of the pension funds was such that we did not need to <br />contribute very much money. The actuary reports that his preliminary study indicates the same status <br />would apply now, but he has not finished and therefore Mr. Ollendorff did not know for certain. Mr. <br />Lieberman asked if it would remain around three cents. Mr. Ollendorff replied in the affirmative. Mr. <br />Lieberman questioned if there would be a major impact in the event it goes up. Mr. Ollendorff said that <br />he did not believe it would. He stated that in the case of the Police and Firemen's Retirement Fund it is <br />supported by a tax rate and the worse that can happen is that an increase in the tax rate will be <br /> <br /> <br />
