In the Non-Uniformed Employee's Retirement Fund, the City has not had to contribute <br />money in recent years more than about $50,000, which would be more than covered by our contingency <br />ftmd for the coming fiscal year. Mr. Lieberman asked, in connection with that, if there was not an <br />anticipation of changing the investment pattern so as to assure future income. Mr. Ollendorff said that, <br />yes, the Pension Board is actively studying changing investment advisors to ensure that we invest, first <br />and foremost, safely. Secondly, investing so that the City increases investment returns, so that the <br />taxpayers do not have to provide large sums of money. <br /> <br />Mr. Schoomer commended the City Manager and his staff for having so judiciously met all the <br />expectations and instructions of the Council in bringing this budget into fruition. Mayor Pro Tern <br />Wagner agreed. <br /> <br />The motion to adopt the 1997-98 Annual Budget carried unanimously. <br /> <br />AGENDA ITEM #5 - SITE PLAN AMENDMENT - 630 NORTH & SOUTH: <br /> <br />The City Manager said that the European Caffe at 630 North & South, a successful and excellent <br />restaurant, requests approval for an outdoor deck. The plans have been firreed up in recent weeks and <br />the action is recommended to approve amendments to the site plan which would include all prior <br />conditions: Hours would be 11:00 a.m. to 11:00 p.m., twenty-four seats, nightly removal of outdoor <br />furniture and the two new conditions - that the underlying sidewalk be washed and cleaned regularly <br />and that the deck, itself, be removed in the event the applicant ceases to operate a restaurant at this <br />location. <br /> <br />Mr. Munkel moved approval of the site plan amendment. Mr. Lieberman seconded the motion. <br /> <br />Mr. Aivah Levine, the architect located at 8630 Delmar, Suite 220, said that the deck was non- <br />structural. It is held in place by its own weight so that in the event it needs to be removed, it can easily <br />be done without damage to the sidewalk. Secondly, it is designed in such a way, so that the supporting <br />members run perpendicular to the slope of the sidewalk, so that it can be hosed down. <br /> <br />Mayor Pro Tem Wagner said that the first thing he thought of as he reviewed this plan, was one of <br />safety. He asked if this area would be lighted enough, so that after hours, someone wandering down the <br />sidewalk does not accidentally stumble over the deck. Mr. Levine responded that there was a three foot <br />high wrought iron rail that is free standing which surrounds the entire deck. <br /> <br />Mr. Lieberman wondered if the extra seating would be on the North & South side or the Gannon side. <br />Mr. Levine responded that it would be on the North & South side, which has a fifteen foot sidewalk. <br />Mr. Lieberman asked if it would interfere with pedestrian traffic. Mr. Levine responded in the negative <br />explaining that the plan shows where they have avoided any encroachment of the existing sidewalk. <br /> <br />Mr. Munkel said that he was very familiar with this restaurant, since it was a block away from his home. <br />The sidewalk does slope quite remarkably there and he believes that the amendments are appropriate. <br />He likes that it has disability access through the restaurant to the deck. He reports that there is pretty <br />good lighting, due to it being on a corner. He does not believe there would be a problem with safety. <br /> <br /> <br />
