Session 1698, Minutes <br />June 9, 1997 <br /> <br />Mayor Pro Tem Wagner asked the operator of the restaurant to come forward, so he cotfid make a <br />minor point. He wanted to make sure that the operator developed a process for cleaning the sidewalk, <br />per these amendments, on a frequent basis. The operator replied that she would do it every night, if <br />needed. <br /> <br />The motion carried unanimously to approve the site plan amendments. <br /> <br />AGENDA #3 - SITE PLAN - 8390 DELMAR: <br /> <br />The City Manager said that this site plan was an exciting proposal to build a 120 bed nursing home <br />located at 8390 Delmar, east of Delcrest. He said that this project would be a definite asset to our City <br />if the scale could be reduced somewhat. The applicant always builds top quality developments. It will <br />be a pleasure to recommend approval once some more details on the plan are received. Hopefully, it <br />will be a little less building and a little more grass. The applicant is prepared to discuss that issue with <br />the Council. Mr. Ollendorff believes the building and parking area are somewhat large for this site and <br />neighborhood and shotfid be reduced. Once the Council determines the appropriate limits on the scope <br />of this development, then the applicant can be asked to submit details on the location of all utilities, the <br />parking corresponding to the size of the development, grades for the walls and drainage and the <br />elevations of all buildings including the finish grades. Hopefully, all this can be adjusted so the project <br />can be approved for the benefit of our community. <br /> <br />Mr. Charles Deutsch, of Charles Deutsch & Co., 7260 Creveling, is the developer of the project. He <br />mentioned that it was an all brick, one story site which has an estimated value of $10.8 million dollars. <br />It will be located on the existing Delta Dental site. It is a colonial design with a mansard roof, dormers, <br />and plenty of elegant glass. The entrance will have a copper dome and a copper cupola. He believes it <br />will be a very exciting addition to both the Delcrest neighborhood and the Oakbrook-Delmar area. He <br />proposes to tear down the existing Delta Dental building and replace it with this one story structure. <br />He believes it meets all the requirements of the ordinance in terms of setback and use. It is currently <br />zoned commercial. <br /> <br />Mr. Deutsch explained that the reason he wants to build this development is because of the success of <br />his existing development. He believes that there is a very strong need in this area. He has expressed to <br />Mr. Ollendorff and others for many years that he believes there is a strong undeveloped potential in the <br />western corridor of University City. He has calculated that this development would bring additional <br />tax revenue of approximately $165,000. <br /> <br />In regards to traffic and parking, Mr. Deutsch decided to take a more novel approach by breaking the <br />parking up into two separate areas, one side for employees and the other for visitors, rather than having <br />one expansive parking lot. He said this approach has worked well in the Gatesworth, with one way, <br />narrower streets, rather than having two way, 22 foot wide streets. He decided to take fifteen foot of <br />asphalt one way with an entrance and an exit for each lot and then use diagonal parking to really cut <br />down the overall size. They would make sure that there were plenty of green space and sidewalks. He <br />said that the ordinance called for one space for every two estimated employees, so his plan provides <br />twenty-four employee spaces, based on his experience at McKnight Place Extenda-Care, Also, according <br />to ordinance, his plan calls for one guest space for every five rooms, which is again twenty four spaces. <br />It may be tight at the three o'clock shift change for about half an hour, but that would be the only time <br />a perceived problem might occur. <br /> <br /> <br />
