Session 1698, Minutes <br />June 9, 1997 <br /> <br />Mayor Pro Tem Wagner said that the way he had traderstood the parking plan was that it was to <br />separate the employee parking from the visitor parking. He asked if this would be strictly observed. <br />Mr. Deutsch said yes, employees would follow regulations and would not be allowed to overflow into <br />the visitor parking. There is a bus stop close, which will be helpful to employees in not having to have <br />their own transportation. <br /> <br />Mr. Deutsch mentioned that the facility would have ninety-two single rooms. The residents will have <br />interior courtyards. They will provide several nursing stations throughout, approximately fifteen <br />patients per nursing sub-area. Instead of having a central dining room, they will have several smaller <br />dining areas throughout. He feels this decentralization brings a more compassionate and considerate <br />atmosphere to the patients. <br /> <br />Mr. Deutsch said that the refuse/loading dock area would be located on a corner of the property and it <br />would be fully screened on all four sides with a gate to the front. This area looks down the back of the <br />Crown Center and School Administration Building. His organization is making a maior investment in <br />this site right now. They are moving a 6' storm sewer totally around the project in order to make the <br />site more valuable. The fifteen foot setback will allow them to provide ample landscaping. The <br />ordinance requires a fence around the property, however; Mr. Deutsch would like to possibly propose a <br />detailed landscaping design instead. <br /> <br />Mr. Deutsch finished up by saying that he believes that this is a strong proiect that will benefit this area <br />of University City immensely. He had mentioned to City staff today that his approach would be to <br />address grading issues and utility location issues during the development and engineering process to the <br />satisfaction of the Planning Department. <br /> <br />Mayor Pro Tern Wagner thanked Mr. Deutsch for his informative presentation. His concern is with the <br />parking. It looks as though the project is meeting regulations and the numbers, but the City Council <br />has always been sensitive to overflow parking impacting the residential neighborhoods. Mayor Pro Tern <br />Wagner suggests adding more parking spaces, realizing that green space would have to be traded off. <br />He is concerned with the peak time overflow out onto Delcrest. Mr. Deutsch said that if there was any <br />problem, he could always modify the policy and use some of the visitor parking spaces for that short <br />period of time. He said that there was also a large green area towards Delmar and along Delmar that <br />they have tried not to violate, that may be used. <br /> <br />Mr. Munkel commented that it looked to him as if Mr. Deutsch had crammed about as much as he <br />could into that space. It looked congested to Mr. Munkel. He wondered if the developer had <br />considered underground parking. Many of the buildings, near this site, utilize under the building <br />parking. The topography of that site, is such, that it could easily be done. Mr. Munkel tends to agree <br />with City Manager Ollendorff, that the development needed more land for the building and parking. <br />He is also concerned, with the advent of an elderly woman that was killed at the bus stop earlier this <br />year, that the same thing may occur with one of the residents of the facility. Mr. Munkel said it was <br />important to consider how the congestion will play a part in the future. Mr. Deutsch said that the <br />residents of the facility would not be able to leave the building unsupervised. The building is secured. <br />Underground parking for institutional use is very rare and he does not believe the State of Missouri <br />would allow it. The cost would be extremely expensive even if the State did approve it. <br /> <br /> <br />
