It was so ordered. <br /> <br />Om~ENT CA~T~AR ¢10 ITm~) <br /> <br />Emplovee Travel Rules (#1). Adoption of A~tive Regulation #5 titled <br />"A~ of Municipal Officials at Meetings and Employee Travel Rules" was <br />re~,,.,~led. These rules have been updated in line with current costs. <br /> <br />Elected Officials Travel Guidelines (#2). city Oouncil travel rules have <br />been updated in line with current oosts and practices. State law requires <br />that such rules be officially adopted by the City Council. ~he rules include <br />limitati~s on travel and reimbursement of reasonable direct costs. <br /> <br />After School R~creation Programs (#3). Council is asked to approve spendin~ <br />$10,000 of the $15,000 allocated for recreation programs to expand the after <br />school recreation programs at Daniel Boone and Pershing ~elerated Schools. <br />~ City curremtly operates these programs two days a week for first through <br />fifth graders, and the proposal is to expand to four days a week beginnin~ <br />January 8, 1996. <br /> <br />Solicitation P~rmit Request - FUnd for Public Interest and Research Group. <br />Representing ~ Sierra Club ¢#4). ~ne Sierra Club ba~ again contracted with <br />FFPIBG to cor~ its membership drive Jar~,ary 2 to February 2, 1996. Six to <br />15 solicitors will seek funds and political support fr~n citizens in a cam- <br />paign to protect mtior~l parks, wilderness areas, and public lands. Fund- <br />raising costs last year w~re 15%, and it has been certified they will not ex- <br />ceed 25% this year. Approval is rec~mt-~nded. <br /> <br />Materials Recovery Facility (MRF) Ooerating Contract (#5). Bids for operat- <br />ing the City's MRF were sent to 11 firms or individuals with recycling exper- <br />ience, with the following response: <br /> Working <br /> Management Supervisor <br /> (Annually) (hourly) <br /> <br />Helping H ds Centers o <br />Earth Circle Recycling/Waste Recovery $45,000 <br /> <br />$ 8.25 <br />$15.00 <br /> <br />Both bidders agreed to hire persons with disabilities as sorters at similar <br />wages ar~ benefits. However, since other costs differ substantially, it was <br />reo-,,,,~ended that the contract be awarded to Helping Hands, as they have had <br />extensive sucoessful experience with this type of operation and good refer- <br /> <br />Bids for ~rk{tin~ Recyclables (#6). Two proposals were received to process <br />and market reclaimed material frc~ the City's new recycling facility. Help- <br />ing Hands will pay 50% of the enhanoed price for all items processed at their <br />facility, but the City may retain 100% of the price for items currently sold <br /> <br /> <br />
