The Municipal Code included this location before, as a street codified for pay parking, and the installation of <br />the Pay Station was just the implementation of what the ordinance had in place for many years before. <br /> <br />The Traffic Commission discussed the Parking Meter Ordinance back in 2008, to include certain areas near <br />Lindell Ave and Forsyth intersection, as this area is zoned as Commercial. <br /> <br />In December 2009, the Traffic Commission considered that revenue and finance related matters to parking <br />meters are not part of this commission’s purview. However, Public Works continue to present to the Traffic <br />Commission parking meter changes that require amendment of the Municipal Code. Most recently, the <br />increase of the hours of operation (from 2-hour limit to 4-hour limit) of the Parking meters in the Delmar Loop <br />area was requested by the businesses and was approved by the Traffic Commission in September 2010. <br />Loop South from Leland Ave to Kingsland Ave is considered part of the Delmar Loop area. <br /> <br />In order to consider the suspension of paid parking on Loop South, the Public Works and Parks Department <br />requested information from the Finance Department to provide Vehicle Usage Data from the Pay Station from <br />the month of its installation (January of 2012) to date, to identify any patterns in parking behavior, number of <br />vehicles parked on this block per month, and the length of time parked (if available). <br /> <br />The Traffic and Parking study in the Delmar Loop area will encompass this type of parking analysis, and will <br />identify the parking areas provided in the public right-of-way and how the parking should be configured <br />depending on the use and needs of the community. <br /> <br />If parking becomes free of charge, the most probable reaction would be for residents from the immediate area <br />south of Loop South to park on this block for extended periods of time, not allowing customer rotation as <br />frequently as the businesses would prefer. Behind the 6600 block of Delmar, on Loop South, there is a recent <br />installation of parking that includes two – 15 minute parking spaces, and four – 4 hour parking spaces that will <br />be metered per the Loop Special Business District Request to encourage customers of all businesses to park <br />in this area. These parking spaces that park perpendicular to the road, have been free of charge for over a <br />year and the parking behavior shows that parking spaces are utilized for extended periods of time. The <br />LSBD’s goal is to have metered spaces to incentive the highly desired rotation of customers. <br /> <br />If there would be a need for free parking, there are two municipal parking lots just one block north of this <br />location, which are free of charge and available for customers of all the businesses in the Delmar Loop. <br /> <br />Regarding the recent implementation of the Loading Zone, the Traffic Commission approved the creation of a <br />Loading Zone on the south side of Loop South east of Leland Ave at the December 2011 meeting and this <br />zone was recently installed at that location as requested by the businesses via a Traffic Request Form <br />submitted in November 2011 by Jessica Bueler president of the Loop Special Business District, submitted in <br />November of 2011. <br /> <br />For both requests, suspension of paid parking and elimination of the Loading Zone, Public Works and Parks <br />has requested that Mr. Prince obtain signatures from all the businesses affected by the proposed changes. <br /> <br />7.
