shall stop at any designated intersection of two or more public highways or a marked pedestrian crossing of a <br />highway or street. <br /> <br />As part of the reconstruction of the Pershing Elementary School, the sidewalks and curb ramps on Ferguson at <br />Crest were improved on the east side of Ferguson Avenue, providing safe access according with the <br />Americans with Disabilities Act – ADA. The west side of the street will be addressed by the City as part of their <br />capital improvement project. <br /> <br />The Manual on Uniform Traffic Control Devices – MUTCD, <br />provides an option to use the In-Street Schoolchildren Crossing <br />signs (sample sign to the right) when a state or local law requires <br />traffic to stop at that location. Additionally, signs in advance of <br />the school crossing could be installed for enhanced warning to <br />the crosswalk. <br /> <br />In addition to this, the School Zone could be signalized on <br />Ferguson Ave. The University City Municipal Code Section <br />10.36.040 School Zones Designated, includes Ferguson Avenue, from Bartmer Avenue to Etzel <br />Avenue as a school zone. <br /> <br />There is an existing Stop Sign on Crest Avenue at Ferguson Avenue that is not included in the Municipal <br />Code. This stop sign location should be included in section 10.36.090 - Stop intersections—Vehicles to stop at <br />certain intersections, due to the geometry of the intersection - “T” intersection. <br /> <br />The Public Works and Parks Department recommends the installation of two (2) In-Street School Children <br />Crossing signs on Ferguson Avenue just south of Crest Avenue along with the pedestrian crosswalk striping. <br />Additionally, it is recommended the installation of the School Zone assembly signs on Ferguson Avenue <br />between Bartmer Avenue and Etzel Avenue and the “In advance of the School Crossing” assembly sings as <br />shown in Figure 7B-5 from the MUTCD (attached). <br /> <br />5. Washington University Loop Student Living Initiative Project – Traffic Impact Study <br /> <br />Please find attached Traffic Request Form submitted on August 22, 2012 by Peter Tao from TAO + LEE <br />Associates on behalf of Washington University, requesting a review of the Washington University Loop Student <br />Living Initiative Project and all related transportation impacts for pedestrians, bicyclists and automobile users in <br />the proposed area. The location is 6241, 6251, 6255, and 6263 Delmar Boulevard; 609, 701, and 707 <br />Eastgate Avenue; 6236 and 6322 Enright Avenue; and 700 Limit Avenue. <br /> <br />Also attached, a Project Traffic Overview that outlines the following: <br /> <br /> Project description, <br /> <br /> Site plan strategy, <br /> <br /> Circulation concept, <br /> <br /> Vehicular traffic impact and circulation, <br /> <br /> Residential parking, <br /> <br /> Bicycle and pedestrian impact and amenities, <br /> <br /> Retail parking. <br /> <br />A Traffic Impact Study is included as an attachment and will be presented to the Commission for comments. <br /> <br />6. Parking Changes on Loop South behind 6610 Delmar Blvd. <br /> <br />Please find attached Traffic Request Form submitted on September 22, 2012 by Lew Prince, business owner <br />at Vintage Vinyl, located at 6610 Delmar Blvd, requesting to: <br />1) Restore free parking on the south side of Loop South pending the completion of the Parking Study and, <br />2) Remove Loading zone behind 6610 Delmar Blvd. <br /> <br />The University City Municipal Code, Chapter 10.48 - PARKING METERS included the south side of Loop <br />South from Kingsland Ave to Leland Ave., before the Pay Station machine was installed in January of 2012. <br />www.ucitymo.org 2 <br /> <br />
