Approval of the plan was reccm~ <br />mended by the Redevelopment Authority since it meets all conditions for such <br />projects. Ms. Trc~bly said the City Manager also r~o.-,u,~nded approval, but <br />with a slightly lower level of tax abatement (five years of full tax freezing <br />followed by 10 ye~_?s of gradual increases to 100% of tax owed, inst~ of 10 <br />years of full tax freezing followed by five years of gradual ~-~es to <br />100%, as requested by the developer). <br /> <br />Mayor Majerus opened the public hearing at 7:42 p.m. <br /> <br />Mr. Mike Giger, 830 Vanderbilt, Parkview Gardens Association president, said <br />this project is vital to redevelopment efforts in Parkview Gardens. It has <br />been in the planning stage for four years and is the largest scatter-site re- <br />habilitation project ever done in this area. This proposal is for Phase I, <br />the success of which is key to redevelopment plans for later stages. Funding <br />will come from 12 different souroes. He asked that (kxmcil approve the tax <br />abatement plan requested by th~ developer. Respondir~ to Mayor Majerus, Mr. <br />Giger said about 60 units will be rehabilitated in pba.~e II. <br /> <br />No one else asked to speak and tb~ public hearing was closed at 7:45 p.m. <br /> <br />Tb~ Police Department report for tb~ month of June, 1995, was received and <br />oral_rated filed. <br /> <br />The Personnel report for the week endin~ July 15, 1995, was received and or- <br />dered filed. <br /> <br />CITIZEN <br /> <br />Mr. Tim Hepler, 1069 N. Hanley, spoke on two pension bills recently passed by <br />Council in which changes were made to the disability section of the police <br />and fire pension ordinance. As the police representative to the Pension <br />Board, he and fire representative (]~%rles Blair were not given the changes <br />until June 21 at a meeting with the City Manager and Personnel Director, only <br />a few days before one of the bills was adopted by the Council. Mr. ~mpler <br />and Mr. Blair both felt tb~se changes should have gone to the Pension Board <br />for consideration before being submitted to the City Council.
