Session 1697, Minutes <br />May 19, 1997 <br /> <br />#9 - 1997-98 Annual Order - Gasoline and Petroleum Products: Bids have been received for gasoline, <br />oils and lubricants for use in maintaining the City's vehicles: <br /> <br />Gasoline and Diesel: <br /> <br />Energy Petroleum $162,284.50 <br />Wolco, Inc. No bid <br /> <br />Petroleum Products: <br /> <br />Energy Petroleum <br />Wolco, Inc. <br /> <br />$10,813.14 <br />$10,907.29 <br /> <br />Female and Minority Businesses did not respond. <br /> <br />The City Manager recommends awarding the gasoline bid to Energy Petroleum for their bid of <br />$162,284.00 and splitting the petroleum products bid by awarding $9,445.54 to Energy Petroleum and <br />$1,322.00 to Wolco, Inc. for a total of $10,767.54. Compared to last year's bid gasoline is up very <br />slightly and diesel fuel price is down. <br /> <br /># 10 - Credit Card Fuel System: The Police Department has been using Clark's gas credit card program <br />to purchase gas after hours and on weekends for approximately four years now. Invitations to Bid were <br />sent out to interested parties again this year, however only Clark returned a bid. Clark Refining and <br />Marketing proposes that the City continue to pay the pump price less our tax exemption and a discount <br />of .02 cents per gallon. The Police Department's estimated usage for the 1997-98 year is 25,000 gallons <br />for a cost of $21,900.00. The City Manager recommends we accept Clark's proposal. <br /> <br />Mr. Wagner moved approval of the Consent Calendar. Mr. Schoomer seconded the motion which <br />carried unanimously. <br /> <br />AGENDA #2 - PUBLIC HEARING - 1997-98 ANNUAL BUDGET: <br /> <br />Mayor Adams opened the Public Hearing on the Annual Budget at 7:45 p.m. <br /> <br />Mr. Ollendorff commented that the Council has reviewed the annual budget over the past few weeks in <br />great detail. Final action will not be taken until June. This public hearing is another opportunity for <br />citizens to comment on how the City should spend its money next year. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, wanted to bring to the Council's attention the fact that according to <br />historic photos of the Council Chambers, the windows were covered three quarters of the way up to <br />avoid sun glare. She felt it would be easier on Council and the audience, visually, to reinstall the <br />window coverings. <br /> <br />Mrs. Glickert wanted to find out if any monies were available in the budget this year for architectural <br />landscape design improvements for Olive Street Road. Mr. Ollendorff said that there were not. Mrs. <br />Glickert felt that the City should invest some funds to enhance Olive Street Road, which is a principal <br />University City thoroughfare and a state street.
