Session 1697, Minutes
May 19, 1997

restoration of the Aubrey Green Home. She asked if it was still in the budget or if it was deleted. If it
has been deleted from the budget, that her and Ms. Kraft were both here to request that it be reinstated
in the five year plan. She feels that it is very important as they start the fund raising engine that they
can tell potential investors that the City of University City is financially committed to the project. At
this point, a budget for the Green Center was given to each member of Council and the City Manager.
Ms. Kraft said that the estimate of the worse case budget for restoration is approximately $131,000.
This figure will also help them develop not only the Green Home, but Ruth Woods, Brittany Woods -
the entire area. Ms. Kraft reported that they were awarded $4,950 from the Missouri Department of
Conservation to develop their classrooms. They requested that Council, the Mayor and the City
Manager give their approval of their project by the next Council Meeting. Mayor Adams said that it
would not be prudent for the Council to give their approval until the entire project was entirely laid out.
Ms. Kraft asked if they could expect some feedback, at the least, by the next Council meeting so they
would know how to proceed. Mayor Adams stated that he knew that the Council was supportive of the
project. He would ask the City Manager to put it on his agenda for the June 9th meeting. Mr. Wagner
asked Ms. Welsch and Ms. Kraft if they had approached the school district about a financial
commitment. Ms. Welsch said that they didn't ask them, because they felt that the school district had
enough financial problems and therefore did not feel it would be appropriate to do so. Mr. Wagner
asked her to please get some definitive feedback from the school district by the next meeting on June
9th.

Mayor Adams declared the Public Hearing closed at 8:02 p.m.

Mr. Lieberman pointed out that the City Manager does indeed have $80,000 listed in the five year
capital improvements plan, under top priority, for renovation of the Kaufman residence.

Mr. Ollendorff said that he would like to clarify that there is $80,000 in this years or in any other
budget for the Green Housef Kaufman property. He does not propose to spend that money. Mr.
Ollendorff has indicated that the City has a piece of property that would cost at least $80,000 to
improve. The Council has made it very clear that it expects the citizens who are promoting this project
to go out and raise their own funds. There is no budgeting of this money, on the part of the City, for
the Green Center project. The Council has instructed him to inform the Friends of the Green Center
that they were to raise their own money.

Mr. Wagner wanted to confirm that the budget clearly reflected the City's full support of the Senior
Services Board. What Mr. Wagner recalled, was full support of the Senior Services Board for
transportation and he believed for food, as well. Mr. Lieberman said that, yes, there were monies for
senior meals at the Senior Center, the Crown Center, and Meals on Wheels.

Mrs. Thompson asked if there were any monies in the budget to help open up the 82nd Street Bridge to
satisfy the resident's that were being inconvenienced. Mr. Wagner supported Mrs. Thompson's
concerns and commented that it was extremely important that the Council pay strict attention to the
decaying infrastructure of the City. These types of problems should be dealt with promptly and not
allowed to stack up. He said that the 82nd Bridge was an example of this and should receive prompt
attention in order to get it back in service. Mayor Adams reminded everyone that the bridge did not
belong to iust University City, but to Overland and the Terminal Railroad.

AGENDA #3 - REQUEST FOR PERMIT TO SOLICIT - STELLA MARIS CHILD CENTER:
