Session 1697, Minutes <br />May 19, 1997 <br /> <br />The Council has been asked to approve a permit for solicitation for the Stella Maris Child Center, at <br />5654 Delmar to raise money by soliciting in the University City Loop area on June 14th. Mr. <br />Ollendorff said that this is a new application and that he does not have any prior experience with this <br />organization. Their application appears to be in order. Mr. Schoomer was well in favor of project, but <br />the issue was with the permit. He asked the City Manager to check spelling which was listed on <br />Cotmcil information as "Moris", he believed it should be spelled "Maris". Mr. Ollendorff said the <br />representative was present. Mayor Adams asked the representative to come forward and answer <br />Council comments. <br /> <br />Mr. Fred Christen, 1370 Nykiel Ct., Ballwin, Mo 63011 came forward and confirmed that the spelling <br />should be "Maris". Mr. Wagner thanked Mr. Christen for attending tonight since he liked to ask <br />questions to the applicants personally. He said that he had heard good things about his foundation and <br />hoped they had good luck with their fund raiser. Responding to Mr. Wagner, Mr. Christen said that the <br />fundraiser would run in daylight from 9:00 a.m. to 1:00 p.m. Mr. Wagner asked Mr. Christen to <br />confirm that their costs would not exceed 25% of the total amount raised. Mr. Christen said that their <br />solicitors were all volunteers and that actually every penny would go back into foundation. Responding <br />to Mr. Lieberman, Mr. Christen replied that they had not received permission from the Loop business <br />owners, but he would follow up on that prior to the fund raiser. Mr. Schoomer said that they would <br />need to get permission of any business owner before they solicit on their premises. Mr. Christen said <br />that they had planned to talk with the business owners the day of the event to get permission to solicit <br />on their properties. Responding to Mr. Munkel, Mr. Christen said he did not have any idea what <br />percentage of University City residents use the Marls Center, but he said that he had a demographic <br />study developed for the United Way a couple of years back that he could get to Council. <br /> <br />Mr. Schoomer moved approval of the permit for solicitation. Mr. Munkel seconded the motion which <br />carried unanimously. <br /> <br />AGENDA ITEM #4 - LIQUOR LICENSE TRANSFER - 7819 OLIVE: <br /> <br />Mr. Ollendorff stated that transfer of a liquor license has been requested by the new owner and operator <br />at The Mount Olive Tavern, 7819 Olive. It was approved a couple of years ago for the present owner <br />who is now selling to the applicant. The background of the new owner and manager have been checked <br />out and everything appears to be in order. <br /> <br />Mr. Lieberman said that he was aware of the transfer status of this request, but that the Council had <br />established a policy over a period of years that full liquor licenses should really be accompanied by food <br />sales, as well. The Council wanted to avoid a city full of taverns. He understands that this transfer <br />request would probably be subject to a grandfathering privilege. At the same time, he believes the <br />Council should really take a hard look at some of these transfers and see if policy might not need to be <br />changed a little bit regarding full liquor licenses that do not include food. Mr. Lieberman asked Mr. <br />Ollendorff if the full liquor license means that the business cotfid sell liquor by the package. Mr. <br />Ollendorff was not sure, but thought that this may be true. Mayor Adams asked the applicant to come <br />forward to answer questions by Council. <br /> <br />Mr. Otis Williams, 1411 W. Main, Collinsville, Illinois came forward. Mr. Wagner wanted to be <br />assured as to the nature of the business, whether it would change into a packaged liquor store or not. <br />He felt this type of business would be inappropriate for that neighborhood.
