Session 1697, Minutes
May 19, 1997

corporation did not plan to change the business in any way. They will continue to sell liquor by the
drink as the business has done for over twenty-one years. The corporation has no interest in selling
packaged liquor at this location, although the owner had sold some. He also said they sell food. Mr.
Wagner asked the applicant to dampen the packaged liquor sales and wished him good luck in their new
venture. Mrs. Thompson could not recall the current owner selling packaged liquor, but was very sure
that it would be hard to operate a tavern without selling drinks. She said that she sees no problem with
this transfer and so made a motion for approval. Mr. Wagner seconded which carried unanimously.
Mayor Adams welcomed Mr. Williams to University City and wished him good luck.

PERSONNEL REPORT:

Mayor Adams noted that the Personnel Report was received for the week ending May 16, 1997 and so
ordered it filed.

CITIZENS COMMENTS:

Since many of the comments tonight related to the 82nd Bridge issue, Mayor Adams wanted to make a
few related general comments for the benefit of the audience. He reported that he and the
Councilmembers from this ward had talked and that it was decided that the Mayor would contact the
Mayor of Overland to try to get their support. Additionally, he, Mrs. Thompson and City Manager
Frank Ollendorff will be arranging a neighborhood meeting, shortly, to listen to resident's concerns
about the bridge. The Mayor said that the repair of the bridge would be close to $300,000.

Mr. Tom Sadowski, 8027 Noel Ct. said that he did not hear that the bridge was ever officially declared
unsafe and that the damage to the guardrail was why the bridge was closed. He could not traderstand
why Federal aid could not be received sooner, that it must be a quirk in the system. He asked why we
could not fix it up now, short term, while we wait for the Federal money to come in.

Mr. Ollendorff reminded the audience that if they fix the bridge on a short term basis now, that the
bridge may no longer be in a dire enough state to qualify for Federal monies. Mr. Ollendorff said that
the bridge was officially rated as unsafe by the State. Other damage to the bridge was noted in addition
to the railing and deck. Mrs. Thompson feels very strongly about getting the bridge open as soon as
possible. She suggested that the concerned citizens go over to an Overland Council meeting and make
their concerns known. Mr. Wagner asked Mr. Ollendorff to make the results of the bridge inspection
available to the concerned residents.

Mr. Dewendel Williams, 8211 Montreal, 63132, commented on the importance of this bridge in
accessing major thoroughfares. He asked if engineering studies could be performed which may help the
City open the bridge sooner. He would like to see any reports and studies done, clarifying the safeness
of the bridge and he would like someone to interpret these reports into layman's terms.

Ms. Nova Felton, 8031 Noel Ct., commented that the closed bridge issue has even affected her thirteen
year old son, who wrote an editorial about the inconveniences that the closed bridge is having on the
community. He attends Barbara C. Jordan, a Caring Community School. She read his editorial. Ms.
Felton continued by stating how important this bridge was to the community and that the Council must
work harder to get it open and accessible. She thought the money needed to repair the bridge
