SESSION 1646 <br /> <br />MINUTES OF THE UNIVERSITY CITY OOUNCIL <br /> <br /> July 10, 1995 <br /> <br />At a reqular meeting of tb~ City Oouncil of University city held in the Coun- <br />cil chamber of City Hall on Monday, July 10, 1995, Mayor Janet Majerus pre- <br />sided and calle~ the meeting to order at 7:30 p.m. In addition to the Mayor, <br />the following members of the Council were present: <br /> <br />Mr. George R. Cotton <br />Mr. Jose~ L. Adams, Jr. <br />Mr. Robert G. Wagner (arrived at 7:38 p.m.) <br /> <br />Mr. Paul E. Schocmer <br /> <br />Also present was City Manager Frank Ollendorff. <br /> <br />Mrs. Schuman mo~ed approval of the June 26, 1995, minutes as submitted. Mrs. <br />Thompson s~cond~d the motion, which carried unanimously. <br /> <br />OATHS OF OFFIC~ <br /> <br />The City Clerk administered the oath of office to the following citizens who <br />~ere recently a~ointed to boards or cc~.~ions: Ms. Clara Ashley--Arts and <br />Letters O.~.~ion; Mr. ~ Hansell--Library Board; Ms. Melissa Kreis~mmn- <br />-Board of Adjmstment; Mr. Robert Massie--Park O~,~,~ion; and Mr. Victor <br />Young~Park O ~' ~.~sion. <br /> <br />Mayor Majerus ~/manked the new members for their willingness to serve the City <br />in this way, n~ting the Council depends a great deal on the advice and recom- <br />mendations of ~hese advisory groups. <br /> <br />Street Improvement Assessment Rates (#1). Each year the City Oouncil est_mb- <br />lishes rates for billin~ adjacent properties that request paving of their un- <br />paved street o~ alley. Based on current construction costs, tb~ <br />charge for 1995-96 is $16.25/front foot for alleys and $26.76/front foot for <br />streets. Balar~e of the cost for such i~prove~ents comes frc~ the General <br />Fund, since a public benefit ensues frc~n a newly paved street as well as a <br />benefit to the adjacent property. The current rates are $14.69 and $24.20. <br /> <br />Public Hearinq Date - Parkview Gardens Redevelopment Proposal (#2). A public <br />hearing should be ~et for 7:30 p.m. July 24 in the Council chamber to consid- <br />er the redevelopment plan and tax abatement request for the Parkview Gardens <br />rehab project, phase 1. ~nis includes 10 buildings with 64 apa~ts that <br />will be totally rehabilitated using various grants and loans.
