Session 1646, Minutes Page 2 <br />July 10, 1995 <br /> <br />reomm~nded for approval by the University City Redevelopment Authority sinoe <br />it meets all Parkview Gardens rehab star~ards and will contribute to a much <br /> <br />five years of full freezing of property taxes followed by five years of grad- <br />freezing for ten years, followed by five years of gradual increase to 100%. <br /> <br />The City Manager said a public hearing was set for 7:30 p.m. this place and <br />date to hear comments on the proposed vacating of the remaining portion of an <br />un/mp~ed alley between Sheridan and Coolidge (1400 block). The 1300 block <br />was vacated tw~ years ago, but the 1400 block was r~t included in the legal <br />description. ~he general public does not ~ this alley and would be better <br />served if owned by the adjacent residents. Utility easements will remain. <br /> <br />Mayor Majerus c~_ned the public hearing at 7:35 p.m. <br /> <br />Ms. Edna Lynch, 1404 Sheridan, said neighbors want to acquire the alley, but <br />would like it cleaned and cleared before that happens; there is also a long- <br />term drainage problem that causes large numbers of mosquitos in the area, but <br />the adjoining alley had the same problem which was solved by a drainage sys- <br />tem. She said residents have already done ~uch work in the alley but r~ <br />help to get it in better shape before it is vacated. Mr. Ollendorff said the <br />alley has never been accepted by the City for maintenance. <br /> <br />Mr. Wagner came in at this time. <br /> <br />Mrs. T~ asked Mr. Ollendorff to look into cleaning and clearing tb~ al- <br />ley before vacation, as residents request. Mr. Ollendorff repeated that the <br />City has never taken On maintenance of this alley as a public responsibility. <br /> <br />Answering Mr. Cotton's question about current responsibility for alley main- <br />tenanoe, Mr. Ollendorff said each resident was responsible for the City prop- <br />erty in front of (tree lawn) and behind (alley) his/her property. If the al- <br />ley b~m~ private property, it is still the c~er's responsibility to main- <br />tain it. If ~esidents pay to pave the alley and install drains, the City is <br />then responsible for it. Mr. Cotton said the situation where residents want <br />vacated property but want it in better condition before taking it has come up <br />before, and he askS_ how this recurring problem could be solved. <br /> <br />Mayor Majerus said since this is a public bmaring, perhaps it would be better <br />to let citizens spe~k, and the Council will discuss it afterwards. <br /> <br />Mr. Mark Vorbeck, 1463 Coolidge, said the alley drains about seven adjacent <br />properties into a low spot On his property where mosquitos breed. When there <br />is a heavy rain and water in the low spot is deep enough, it goes through his <br />yard to a stoz~ drain in front of his house. Adjacent owners feel this prob- <br />lem should be solved before the alley is vacated. He also wished to be sure <br /> <br /> <br />
