He felt the alley should not be vacated, but paved and a drainage ~e public hearing was closed at 7:49 p.m. Mayor Majerus su~gest~ that questions or c~m~ents on the proposed vacation be discussed with the City Manager in the next few days. She added that Mr. Cotton brought to Council's attention the fact that a policy may be r~x~ed to deal with the kinds of problems vacations engender. Mr. Cotton said he would be '~ in finding out how many alleys fit the profile of the one being discussed, and what the problems have been in considering vacation. Mayor Majerus said this will be pursued further at the next meeting. CZ~BSIDE RECYCLING BINS Tb~ City Managar said bids for 12,850 recycling bins were sent to 21 compa- nies, with the following response: Plastecology (Division of Plastican, Inc. ) 18 Gallon (RC 1810) Utility Plastic Recycling, Inc. 18 Gallon T. Fitzgerald & Associates 20 Gallon (TRC-20) Key Equim~nt & Su~ly CO. 18 Gallon (A-1 Products Corp.) 20 Gallon (~_3 _hber~aid #2620) Rehrig Pacific Company 18.2 Gallon (RB-NL) $56,026.00 ($4.36 each) $55,897.50 $78,770.50 $68,105.00 $89,436.00 $62,322.50 No minority/f~le companies bid. ~ne bins are funded in part by grants from the M~ ~,~i D~partment of Natural Resources and the St. Louis-Jefferson Sol- id Waste Manag~m~_nt District. It was recommended that Plastecology be award- ed the contract for its bid of $56,026, second lowest. The low bidder, Util- ity Plastic Recycling, offered only a one year warranty, while Plasteoology offers a five year warranty. The additional $128.50 for Plastecology bins is a bargain price for the extra four years of warranty offered. The City Mana- ger displayed a sample bin and said each household will receive one. Mr. Wagner moved approval of the reccmm~r~ed bid, and Mr. Cotton seconded the motion. In response to Mrs. Schuman, Mr. Ollendorff said the neighborhoods that will serve as pilot areas have not been chosen yet. All voted Aye.
