<br /> <br />Mr. Sharpe congratulated Mr. Price and Mr. Walker for their diligence and for <br />reviewing this matter for future projects as far as meeting the guidelines was <br />concerned. <br /> <br />Mr. Sharpe moved to approve to give the City Manager the authority to award the <br />contract to Wachter Incorporated Construction Services in the amount of <br />$3,032,442, was second by Mr. Price and the motion carried unanimously. <br /> <br />11. Marketing and Public Communication Services <br />Mr. Walker stated they received five responses to the proposals and the staff <br />recommended that the City retain Brighton. Their billing rate would be $125 per <br />hour and would be responsible for marketing City’s facilities which included <br />Centennial Commons, the pool, golf course, etc. Brighton also included a <br />communication plan in their packet and had a representative available for <br />questions. Mr. Walker stated that the staff would like to enter into a one-year <br />contract with an amount not to exceed $100,000 and Council would be advised of <br />Brighton’s activities and the associated costs on a regular basis. <br /> <br />Mr. Crow asked the City Manager, who helped conduct the interviewing process for <br />the City. <br /> <br />Mr. Walker stated the interview committee consisted of himself; Ellen Burn, <br />Executive Director of the Chamber of Commerce; and Mary Baum, resident of <br />University City. Ms. Baum has her own Graphics / PR Company, but she did not <br />bid on this contract. <br /> <br />Mr. Crow asked if the committee was selected by Mr. Walker and he agreed. Mr. <br />Crow asked if the Marketing and Public Communication documents the Council <br />has was the same as the previous Public Relations’ contract; what has changed in <br />the activities and how will the Council know if it is working. <br /> <br />Mr. Walker said the RFP was modified to include more of an emphasis on the <br />marketing aspect. He also stated that as part of the submission, Brighton included <br />specific information of the communication plan in an attempt to increase <br />membership at Centennial Commons and use of Ruth the Park Golf Course. The <br />marketing plan also included a circulation of a citywide newsletter to communicate <br />more effectively with the residents and lastly how to improve the City’s website to <br />be more user-friendly. <br /> <br />Mr. Crow wanted to know if there was anything else in the plan because of things <br />the happened with the last PR firm, such as a logo. Mr. Crow suggested that the <br />Council take a little more time to discuss because the last contract was not specific <br />enough. <br /> <br />Mary Sawyer, Director of Public Relations for Brighton Agency <br />Ms. Sawyer said Brighton has been in business for 23 years and worked with many <br />major companies in the St. Louis area. She noted that all questions from Council <br />were valid and they have a process where they evaluate and discuss each issue. <br />9 <br /> <br /> <br />
