<br />She explained that Brighton allocates funds according to priority and then creates a <br />plan of action to implement them. <br /> <br />Ms. Carr wanted clarity and to get a clear idea on the work on the website, its <br />objectives, and the measure of spending. She also was looking for some kind of a <br />tool that would evaluate their performance. <br /> <br />Mr. Walker felt that with Brighton, the City could develop a contract to incorporate <br />Council’s priorities which can then be reviewed by Brighton and the City Council. <br /> <br />Ms. Sawyer stated there were a number of ways this could be handled, one of <br />which was by having focus groups to engage residents to enlist their preferences. <br /> <br />Mr. Sharpe felt the Council needed to discuss their preferences and provide Mr. <br />Walker with Council’s concepts of things they felt should be happening. <br /> <br />Mayor Welsch stated to the Council and Mr. Walker that a meeting to discuss what <br />Council would like to see in the PR contract could be arranged. <br /> <br />Mr. Glickert said this reaffirms his support for the need to have a Council Strategic <br />Planning session. He also complimented Brighton on their great proposal. <br /> <br />Mr. Price asked if Council would be in favor of a contingent approval of action items <br />being accomplished at what cost. He expressed his concern in giving a blanket <br />approval. <br /> <br />Ms. Sawyer from Brighton stated Mr. Price was correct. She also stated that <br />Brighton is very diverse in skills and capabilities, but if a crisis arose, another <br />priority might be moved down on the action list. She stated that Brighton will not <br />make a step forward without understanding the City’s objectives and setting goals <br />to achieve those objectives. It would be a joint effort. <br /> <br />Mr. Sharpe was not certain how the hourly rate would equate to time that could be <br />needed to complete requests. <br /> <br />Mr. Crow noted they were expressing their concerns and would not sit back as <br />much as they had done with the previous PR firm. He had hoped that all of Council <br />would have opportunities as equals to spend time with them and a chance to share <br />their vision and their concerns of the City. <br /> <br />Mr. Price wanted clarity on the vote, if it included a contingent approval on some <br />outcomes and Council’s input. <br /> <br />Ms. Sawyer noted that they don’t take a step forward without understanding <br />Council’s objectives and then setting goals to achieve those objectives. <br /> <br />Mr. Kraft stated that it was his understanding that Council has agreed to a contract <br />that is $125 an hour. If Council did not want to do it then they did not need to <br />spend $125 an hour. Mr. Kraft said it is inherently contingent on how much the City <br />uses. <br />10 <br /> <br /> <br />
