Session 1643, Minutes Page 2 <br />May 22, 1995 <br /> <br />Ao~ of Brooks' lc~ bid of $7,850 for Watts Avenue, and Parkwest's low <br />bid of $6,355 for Tulane Avenue was r~c~,~,.~ _~___~__. <br /> <br />Bleacher lairchase (#3). The bleacher purchase authorized by the City Oouncil <br />was canceled since the vendor failed to deliver on time. On an emergency ba- <br />sis (opening of recreation season), the City Manager purchased six blead%ers <br />fr~ the seoo~d low bidder, Riggs Recreation, for $5,640 ($549 more), with <br />delivery May 16. Approval is requested. <br /> <br />The City Manager said the City Oouncil ~ba~s set a public hearing for 7:30 p.m. <br />this date to give citizens an opportunity to comment on the City's budget for <br />the fiscal year beginnir~ JLlly 1, 1995. Citizen remarks are welccme and will <br />be considered by Oouncil in making final decisions on programs and services <br />to be offered in th~ next year. <br /> <br />Mayor Majerus opened the public hearing at 7:35. <br />tb~ public hearing was closed at 7:35 p.m. <br /> <br />No one asked to speak, and <br /> <br />SITE PIAN - 7526 LYNN <br /> <br />The City Manager said Council is asked to approve a site plan to construct a <br />new b~use at 7526 Lynn. Denial is rec~m~Dd__~ since the new home would be <br />much larger in height and mass than all other hc~es on the block, which are <br />generally small one-story with two or three bedrocks and occupancy limits of <br />six people. The pruposed hc~e would have six or more bedrocks and an occu- <br />pancy load of 11 or more, which is totally inconsistent with this neighbor- <br />hood. <br /> <br />Mr. Benjamin Jurczyk, contractor, 7417 Raleigh Drive, came forward. Mrs. <br />Thompson ask~d__ if the ownars, Mr. and Mrs. Jones, were willing to redesign <br />the home so that it is compatible with the neighborhood. Mr. Jur~zyk said <br />several designs have been submitted but tb~ Planning D~ ba~ not ac- <br />cepted them, h~w~ver, he felt the current two story design would make the <br />house fairly similar to others on the block. He said the original house was <br />1-1/2 stories but under present codes it was very difficult to design a house <br />of that height. Mrs. T~ suggested that the Jones, the contractor, and <br />the Plan De~ try to compromise on this matter. <br /> <br />Mr. COtton said he was a strong supporter of the ooo.~mancy code and of trying <br />to prevent ove~Towd/r~ in neighborhoods; he could not vote in favor of the <br />current design if there will be 11 or more occupants. He added that over- <br />crowding is a c~m~on complaint among his constituents. He questioned several <br />of Planning Director A1 Goldman's statements in the m~mo sent to Council <br />regarding occupmncy limits and increasing occupancy if toilets are added in <br />the basement. Mr. Ollendorff said the City cannot approve a very large b~use <br />and then limit occupancy to fewer than the Code allows.
