Meeting Minutes  University City Green Practices Committee <br />September 13, 2012 <br />Page 2 <br />volunteered to help with background for the Mayors presentation Lois Sechrist gave the <br />Mayor printed information on the Citys sustainable practices. <br />b.Sarah Hanly and the Bike & Walkability Task Force presented the Complete Streets Draft <br />Ordinance. <br />i.The group worked with H3 Consultants and Trailnet on the Draft Ordinance. <br />ii.Complete Streets considers all users (car, pedestrian, bike, dis <br />transportation). <br />iii.South Grand has been planned with Complete Streets concepts. Tha <br />incorporated a mockup and trial area to test ideas before implementati <br />iv.If a CSO is in place, it can tie in to the Loop Trolley project. <br />v.The Complete Streets Draft Ordinance and statement of philosophy were <br />endorsed by the Green Practices Commission with comment. The vote was not <br />unanimously in favor of the Draft Ordinance as currently written. The motion <br />was to approve the Ordinance and send comments. A majority vote <br />nay and 5 yes votes) was held to endorse the Ordinance as it is <br />vi.Tim Michels requested to have design standards and reference standards <br />included in the Ordinance to give it more teeth. <br />vii.Comments to be sent to Lynnette Hicks by October 5, 2012. <br />viii.The Bike and Walkability Task Force will return to the Green Practices <br />Commission to discuss the Draft Bicycle and Pedestrian Master Plan at a later <br />date and prior to it being presented to City Council. <br /> <br />5.New Business - Comments on Proposal for Millar Park Improvements. <br />a.Commission members agreed that the plan is good, with considerable community support. <br />b.The park improvements will be funded by a Municipal Park grant w <br />University City, approximately $120,000. <br />c.Restrooms and a shelter are the first priorities. <br />d.The GPC recommends incorporating the following sustainability elements: <br />i.Lighting following the new standards <br />ii.Consider waterless toilets in restrooms <br />iii.Develop a tree replacement plan <br />iv.Landscape screening and the use of native plantings <br />v.Parking lots  sustainable materials should be used for hard surfaces (parking lots, <br />sidewalks) to address storm water issues <br />vi.Irrigation for fields - critical for sustaining turf (if used) <br />vii.The City should work with School District to coordinate park improvements with the <br />adjacent Nathaniel Hawthorne School. <br />e.Comments on the proposal to be sent to Lynnette by September 21, 2012, to share with the <br />project consultant. <br /> <br />
