Any enlargement or alteration in the use of the structure as a restaurant or the site for restaurant use must be approved by the City Council under a Site Plan Revie~ Amendment before a building permit may be issued for such enlargement or alteration. 7. Adequate refuse d~.~ns~] shall be provided by and for the business. 8.
